Supervises: CABHC Management-Level Staff

Position Summary

The Chief Executive Officer (CEO) of the Capital Area Behavioral Health Collaborative (CABHC) is responsible for the overall leadership, strategic direction, and operational management of the corporation in implementing managed behavioral health care services for the Medical Assistance population on behalf of member counties. The CEO reports directly to the Board of Directors.

This role ensures that corporate operations comply with all applicable federal, state, and local laws, as well as Department of Human Services (DHS)and county contractual requirements. The CEO oversees the performance of the Behavioral Health Managed Care Organization (BHMCO) and ensures achievement of established clinical, financial, service, quality, and Management Information Systems (MIS) performance standards under DHS-CABHC and CABHC-BHMCO contracts.

The CEO functions with a high degree of independence under the general direction of the Board of Directors. Performance is evaluated at least annually by the Board of Directors based on achievement of corporate objectives.

 

Salary and Benefits       

  • Salary range - $150,000-$175,000

    • Starting salary negotiable commensurate with training and experience

Essential Functions and Responsibilities

Organizational Leadership & Strategic Oversight

  • Plan, organize, and direct the operations of the corporation to:

    • Achieve its mission and objectives

    • Fulfill contractual obligations

    • Meet defined performance standards in service delivery, clinical outcomes, financial management, MIS, and quality assurance

  • Position the corporation to secure and renew multi-year contracts with DHS for Medicaid HealthChoices.

  • Develop and implement policies and procedures necessary to achieve corporate objectives and operationalize the directives of the Board of Directors.

  • Provide consultation and technical assistance to member counties regarding managed behavioral health care.

Contract & Compliance Oversight

  • Evaluate and monitor the performance of the BHMCO to:
    • Ensure compliance with DHS requirements and DHS-CABHC and CABHC-BHMCO contracts
    • Assure adherence to standards of clinical practice
    • Achieve defined clinical and financial outcomes
    • Assist member counties in fulfilling contractual responsibilities
    • Recommend contract amendments annually or as necessary
  • Oversee resolution of complaints, grievances, and appeals from consumers, families, providers, and other stakeholders.
  • Provide regular reports to the Board of Directors regarding BHMCO performance and recommend corrective actions where necessary.

Financial Management

  • Develop and present the annual operating budget for approval by the Board of Directors.
  • Recommend budget amendments or reallocations exceeding 10% of any budget category.
  • Approve contracts, purchases, and commitments up to $10,000 and that do not extend beyond the calendar year.
  • Recommend Board of Directors’ approval for expenditures exceeding $10,000 or those extending beyond the calendar year.

Human Resources & Personnel Management

  • Develop and maintain written Human Resources policies and procedures for Board of Directors’ approval.
  • Ensure recruitment and retention of qualified staff necessary to fulfill corporate respo
