Job Duties

The Procurement Department provides and maintains high quality, cost efficient and timely procurement and materials management services. And performs these duties in a way that provides efficient and responsible methods for the Agency to obtain goods and services when needed; Maximizes financial resources and adds value to the procurement and materials management processes; Encourages a qualified and dedicated staff to work together to provide the highest level of customer service. So that we support the mission of the Agency by providing the highest quality of procurement and materials management services and maintaining efficiency in day-to-day operations, customer support and satisfaction, and vendor and community relations while maintaining the highest standards of ethics.

The primary purpose of the Procurement Officer is the procurements of goods and non-professional services in support of customer business units within DOC. And perform all responsibilities in accordance with the VPPA, and all state regulations and agency policies and procedures.

Minimum Qualifications

Current experience in purchasing, procurement/staff training, researching/analyzing, negotiating and drafting contracts. Effective writing skills to develop complex solicitations. Experience using office automation tools (to include MS Office) and automated procurement systems. Working knowledge of State procurement laws, State and DOC purchasing procedures, contract law, and contract administration and management.

Additional Considerations

Successful completion of VCO, CPPB, or other equivalent procurement certification. Working knowledge of the Agency Procurement and Surplus Property Manual (APSPM), VITA purchasing procedures, and the Virginia Public Procurement Act (VPPA). eVA experience.
