We are seeking a Project Support Specialist to support a NASA contract in Greenbelt, MD.
Job Description:
• Lead critical Human Capital Office (HCO) initiatives by overseeing employee engagement programs, ensuring compliance and serving as a subject matter expert within Labor Relations, enhancing collaboration across supporting directorates, and serving as the principal liaison for HCO and center level correspondence.
Responsibilities:
• Oversee various Labor Relations deliverable timelines and ensure Collective Bargaining Agreement (CBA) compliance. Create spreadsheets to track and present necessary Labor Relations data.
• Serve as liaison between Labor Relations and Office of the General Council (OGC), streamlining communication.
• Develop a platform for OGC and Labor Relations to collaborate on casework, rationalize their lines of communication and file repository.
• Maintain and create SharePoint tracking for approvals, i.e., grievances, arbitration, ULPs, as well as other OGC supported deliverables.
• Serve as the Directorate POC for HCO, Labor Relations, and OGC/Labor Relations Collaboration SharePoint sites.
• Evaluate Labor Relations processes and promote efficiencies. Identify areas of unnecessary time-sucks to be streamlined and/or automated through creating clear well-defined Standard Operating Procedures and data trackers in alignment with regulation.
• Provide insight and supporting evidence to SES level deciding officials (DO) in preparation for union grievance meetings.
• Serve as point of contact for inquiries from union representatives or managers regarding case status or procedural timelines.
• Lead annual HCO Employee Engagement Day and internal awards ceremonies. Create platform for nomination submission, promotion, certificate creation, and script writing.
• Lead HCO’s communication optimization initiatives, represent HCO at OCHCO Communications Communities of Practice (CoP) and Agency CS Opps CoP meetings to provide regular updates to HCO on relevant best practices and guidelines.

• Facilitate HCO Ignite meetings. Coordinate delegation of duties, determine what special topics should be and delegate to employees and prepare slides.
• Serve as the onboarding representative for all internal HCO hires, including creating customized 30-day onboarding calendars, developing agenda emails with proposed training plans, setting up introductory meetings with key stakeholders, and coordinating access to necessary systems and resources.
• Schedule interviews for 100 Directorate level candidates identified by HCO.
• Serve as Records Manager for required documentation, Directorate correspondence lead, and Property Custodian.
• Responsible for overseeing offboarding property clearance, managing ESD unsubscribe tickets, conducting inventory property scanning, and reviewing NEST reports to ensure fiscal accuracy.
• Coordinate detail and reorganization package correspondence for 100 level signatures.
• Initiate staff change updates to Office of the Chief Human Capital Office (OCHCO) roster and HCO organizational Chart.
• Serve as email distribution list manager, and equipment point of contact.
• Other appropriate duties as assigned including occasional travel.
Requirements:
• Experience as a team lead or supervisor setting goals, overseeing tasks, and reporting to stakeholders and leadership.
• Experience in Labor Relations and knowledge of Collective Bargaining Agreement (CBA) compliance.
• Ability to quickly act to changing environments and communicate a clear direction to employees and customers with urgency.
• A strong ability to make sound decisions quickly utilizing analysis, experience, and judgment.
• Ability to learn quickly and think critically to create innovative solutions for customer and employee needs.
• Expert knowledge of Office 365 suite (Excel, Word, PowerPoint, Outlook)
• Outstanding proactive customer service with strong problem-solving skills and the ability to anticipate customer needs by recognizing areas of opportunity and quickly provide solutions.
• Individual must meet government NAC and citizenship/permanent residency requirements for access to NASA GSFC. Extensive background investigation will be performed as a requirement of the job. Some travel may be required.
Education and Experience:
Bachelor’s degree and 4 years of professional experience or 7 years of experience in lieu of degree.
