Project Manager - Chemical and Material Risk Management

Responsibilities

On Noblis’ energy and environment team, we are dedicated to addressing our planet’s biggest environmental challenges, including environmental policy and chemical risk management. We are seeking a professional who will be a member of our team supporting our Federal government customers. Our team conducts analyses that support the development of policy and provides environmental and regulatory subject matter expertise in support of sustainable chemical management initiatives across the U.S. Government. This professional will be responsible for planning, executing, and overseeing  tasks and assessments to ensure they are completed on time, within budget, and according to scope and quality requirements. They will utilize their expertise in project management methodologies, tools, and techniques to coordinate resources, manage risks, and achieve project objectives. 

This manager will serve as the primary contact for customers on the chemical and material risk management program, leveraging knowledge of customer operations and business. This role includes managing direct reports responsible for a department, task order or project that is a subset of a larger contract focusing on planning, staffing, budgeting, delivering on commitments and ensuring operational excellence.  Specific responsibilities include:

• Manage team that provides technical and program level support on risk assessment, supply chain, environmental regulation and policy, toxicology, and life cycle assessment as related to chemicals of emerging concern for various civilian and defense clients.
• Manage contract execution, to include developing and managing budgets, overseeing and submitting client deliverables, executing subcontracts and procurements, hiring and managing direct reports.
• Engage frequently with customer to provide strategic, tactical, and technical advice for program execution. Provide weekly updates to the customer on identification and screening of emerging chemicals, conducting impact assessments, and developing risk management options for potential investment.
• Facilitate and lead meetings and workshops at senior leadership levels and with external customers.
• Manage initiatives to reduce hazardous materials and integrate sustainable chemicals and materials into the DoD, collaborating with senior executives in DoD Components and industry organizations.
• Continue to establish programmatic chemical supply chain risk management capabilities to understand implications on chemical availability due to emerging regulations from the Environmental Protection Agency (EPA) Toxic Substances Control Act, States, and European Union. Develop techniques to elucidate supply chain vulnerabilities, identify product obsolescence issues, determine alternative suppliers for critical applications, and communicate risks to DoD and the industrial base.
• Conduct strategic communications to DoD organizations, federal partners, and the industrial base to develop shared understanding of chemical supply chain risks and impacts of emerging regulations, gather information, and build necessary support and involvement.
• Manage preparation of impact assessments to assess emerging chemicals, identify their criticality to defense, and evaluate possible DoD enterprise-wide risks to defense research and development; weapons production, operations, maintenance, and disposal; impacts to environment, safety and occupational health; and environmental restoration from inadvertent release.

Required Qualifications

Master’s Degree in relevant field (e.g. Supply Chain, Sustainability Management, Environmental Science, Engineering, Public Health)

• Minimum 6 years of experience or Bachelors Degree and 8 years or PHD and 4 years.
• Minimum of 1 year leading a team or managing staff
• Demonstrated knowledge of risk assessment/management, chemical supply chain, environmental regulation and the impact on DoD installations, activities, weapon systems and equipment
• Demonstrated recognized technical expertise and thought leadership in an area of chemical/environmental regulation, supply chain, environmental science, and/or public health
• Ability to think independently, work in group environments, lead tasks with minimal oversight, and represent Noblis and our clients in highly visible and technically complex circumstances.
• Excellent verbal and written communication, presentation, technical writing, and interpersonal skills.
• Works well in geographically diverse team environment
• Previous task or project management experience
• Ability to obtain secret clearance, which requires US Citizenship
