Summary of Duties

The Office of Developmental Disabilities Services (ODDS) Licensing Unit administers a statewide program responsible for the licensing and oversight of care quality in programs serving individuals with intellectual and developmental disabilities. This includes the licensing of adult and child foster homes as well as 24-hour residential facilities.

The purpose of the Foster Care Licensing Specialist position within the Foster Care Team is to inspect, evaluate, and monitor the quality and adequacy of care and services provided in adult and child foster homes. This position requires comprehensive knowledge of multiple administrative rules governing these settings, including but not limited to Adult Foster Home, Child Foster Home, Professional Behavior Support Services, Direct Nursing Services, and Home and Community-Based Services.

Reviews and inspections conducted by the Foster Care Licensing Specialist require the ability to collect, analyze, and independently assess information to determine the quality and adequacy of care within statutorily mandated timeframes. These evaluations determine program compliance with federal and state regulations and ensure that individuals receiving services are safe, healthy
