Job Description:
The Division Senior Project Control Analyst will oversee all PMO duties for a division within the company. The responsibilities of Senior Project Control Analyst include managing the day-to-day activities in the PMO, providing guidance on PMO policies and processes, overseeing project management staff, and collaborating with other department leaders.
Primary Duties and Responsibilities
- Responsible for all project control functions including planning, tracking, analysis, and reporting across the project life cycle. Projects may vary in size, complexity, and contract type (i.e. Cost Reimbursable, Firm Fixed Price, Time & Material, etc.).
- Interfaces with team members of the corporate staff to include: Program Manager, Project Managers (PMs), Contracts, Purchasing, Finance Members, Security, etc.
- Prepares monthly Operational Financials for high level management meeting and the financials for the program review presentations.
- Reviews contract awards and modifications for accuracy.
- Oversees Estimates to Complete (ETCs) and Estimates at Completions (EACs). Works closely with PMO Manager to review current project financial status and project future performance. Responsible for monitoring cost and schedule performance and performs related analyses.
- Proactively identifies potential and actual funding and resource risks, communicating those risks to PMs, and adjusting project spend plans and re-allocating resource hours as necessary based on mitigation plans.
- Oversees financial deliverables for both internal and external use. These can be weekly, bi-weekly, or monthly. Help develop and review procedures, process, and products to identify possible improvements to better support customer needs and reduce costs and errors.
- Provide financial support to include, funding analysis, monthly expenditure analysis, cost variance analyses, historical financials, track current task spending and commitments, burn rates, and forecast future trends. Monitoring actual costs against budgets.
- Analyzes target vs provisional rate variance to ensure projects or CLINs do not either overrun or complete with significant funding under burns.
- Participate in contract closeouts and de-obligations.
- Provide annual project forecasts to the finance department for incorporation into the corporate budget
- Ensure compliance with government, customer, and corporate requirements
- Participation in project status meetings both internally and with government customers
- Respond to customer financial requests
- Other analytical duties as assigned
Required Qualifications
- Bachelor’s Degree in Business Administration or Finance related field. In lieu of a degree, experience may be substituted based on skillset.
- A minimum of 5 years experience in a budget, financial or project control analyst role in the government contracting industry.
- Must have government contracting experience in Firm Fixed Price (FFP), Time and Materials (T&M), and Cost Reimbursable type contracts. A minimum of 5 years experience with JAMIS, CostPoint, or similar software required
- Must have an advanced knowledge of Excel to include sum if, look up formulas, pivot tables, and compound formulas
- Experience developing cost estimates and spend plans for Contracts of at least $50M in size
- Demonstrated ability to work independently in a fast-pac
