Job Purpose
The Manager, Quality Assurance provides leadership and oversight to ensure excellence in implementation across LT’s service array toward achievement of desired outcomes for Hawaiian kamaliʻi. This includes casework, positive youth development programming, and program location specific offerings (e.g. Lydia House, LT Ranch). The Manager champions LT’s Program Model, Positive Youth Development Framework, and Universal Practice Standards to ensure alignment and adherence to best-practice implementation across all program locations. The Manager leads implementation of consistent quality assurance review processes to evaluate practice implementation and analyzes data to inform provision of training, coaching and consultation for all LT program locations toward development of quality practice, optimal execution, and desired impact. The Manager also champions data-informed decision-making, fosters critical thinking across all levels of practice, and models a continuous quality improvement (CQI) mindset. This position primarily works across Operations and Programs leadership in contributing to alignment between departmental efforts to measure program impact, support effective resource use, train best-practice clinical, cultural, and youth development approaches, and elevate optimal kamaliʻi engagement with LT. The Manager also works closely with LT Executive and Senior Leadership along with other LT departments to support the success of LTʻs diverse offerings across all program locations in a manner that ensures innovation, best practice application and cultural resonance reflecting the mission, vision, and values of the Trust.
Essential Responsibilities
Leadership & Oversight
• Lead the design and implementation of a comprehensive quality assurance strategy that aligns with LT’s strategic goals and cultural values.
• Oversee the development and execution of independent and collaborative program QA reviews, integrating qualitative and quantitative data to inform improvements in application of practice, content, and delivery.
• Ensure alignment of QA processes with LT’s Program Model, Positive Youth Development Framework and
Universal Practice Standards.
• Promote a culture of excellence, innovation, and continuous learning across all program areas.
Program Implementation & Practice Excellence
• Provide oversight and guidance to LT program locations to ensure high-quality implementation of casework and group programming in clinical, cultural, and social emotional learning content, as applicable and aligned with program location priorities.
• Ensure integration of trauma-informed, culturally resonant, clinically sound, and social-emotional oriented practices across all service areas.
• Collaborate with the Director, Program Standards & Practice; Manager, Practice Development; and Program leadership to ensure consistency and engagement in clinical and social emotional practice implementation and training.
Continuous Quality Improvement (CQI)
• Lead CQI initiatives with leadership and program locations that use data to inform strategic decision-making to improve program implementation to support desired impact, inform policy and procedure updates, and define training priorities.
• Partner with Director, Program Solutions; Research, Evaluation & Data Science; and Information Technology to develop and implement tools, dashboards, and reporting systems to monitor program implementation quality and effectiveness.
• Co-lead Critical Incident Reviews with Director, Risk & Compliance, including discovery, documentation of outcomes, and tracking/documenting follow up on recommendations.
• Facilitate learning cycles and retrospectives to identify trends, share best practices, and implement improvements.
Collaboration & Integration
• Partner with the Director, Service Delivery to enhance kamaliʻi engagement, satisfaction, and voice in program design and delivery.
• Work closely with the Director, Program Solutions and Research, Evaluation & Data Science to ensure technology-enabled tools that support quality assurance and practice improvement.
• Collaborate with regional and departmental leaders to ensure QA efforts are integrated with and responsive to the needs of LT program locations.
Training, Coaching & Capacity Building
• Oversee the development and delivery of training and coaching to support adherence to best-practice implementation standards and strategies to promote professional growth.
