Job Summary

The Public Service Rate Case Analyst I is an entry-level professional responsible for analyzing utility rate cases, financial data, and regulatory filings to ensure fair and reasonable rates for Arkansas consumers. Working under the direction of senior analysts and regulatory staff, this role involves reviewing utility company filings, conducting economic and financial research, and preparing reports and recommendations for commission proceedings.

Primary Responsibilities

Analyze utility rate filings, cost-of-service studies, and financial reports to assess the reasonableness of rate requests. Review and evaluate tariffs, rate structures, and service policies to ensure compliance with regulatory standards. Assist in investigating ratepayer complaints and utility service issues related to public utility operations. Support senior analysts in developing economic models, forecasts, and financial impact assessments for regulatory cases. Conduct quantitative and qualitative research on utility rate trends, cost recovery mechanisms, and industry benchmarks. Assist in the preparation of comparative analyses of utility companies to assess efficiency and compliance with regulations. Compile, organize, and interpret financial and operational data from regulated utilities. Prepare written reports, recommendations, and summaries for review by senior analysts and commission staff. Assist in drafting technical memoranda, regulatory filings, and official commission documents. May be required to provide support during public hearings, technical workshops, and rate case proceedings. Assist in responding to inquiries from utilities, consumer groups, and government officials regarding rate cases and regulatory matters.

Knowledge and Skills

Knowledge of financial analysis, accounting principles, and economic modeling. Proficiency in Microsoft Excel, database management, and statistical analysis tools. Ability to interpret utility tariffs, regulatory filings, and cost-of-service studies. Understanding of public utility regulations, rate design principles, and economic forecasting. Strong analytical and problem-solving abilities to assess complex regulatory and financial issues. Effective written and verbal communication skills to convey technical findings clearly.

Minimum Qualifications

At least three years of experience in rate analysis, financial analysis, economic forecasting, or a related field.
