About the role

Overview

C5ISC Data Support Services (C5ISC-DSS) requires all workforce, office space, security, and computer services necessary to support and sustain C5ISC operations at the highest levels of customer service consistent with Coast Guard mission requirements. The Contractor must work according to the architectures, standards, guidelines and procedures as set forth in DHS, DOD and USCG policy (Section 16).

The USCG C5ISC is committed to serving as the Coast Guard’s premier provider of best-value, innovative, and secure mission-critical enterprise systems. C5ISC designs, develops, and delivers over 50 applications, vessel tracking, financial, logistics, human resource, and enterprise information systems to support USCG missions. The C5ISC Workforce Facilities Division (WFD) supports these systems by providing workforce, office space, security, and computer services to all Service Center personnel.

 

The overall scope includes workforce, office space and security services for C5ISC units and detachments located in Kearneysville, WV, Alexandria, VA, and Portsmouth, VA.

 

DUTIES AND RESPONSIBILITIES:

  • Providing security administration support services including personnel security administration and physical security support for all three in-scope locations.
  • Reviewing Personnel Security related documents (DHS 11000-9, DHS 11000-6, OF-306, SF-85, SF-85P, SF-86, SF-86C, proof of citizenship, etc.) furnished by C5ISC contracts for accuracy and further submission to the USCG Security Center for processing.
  • Maintaining a Personnel Security database/dashboard to document current staff clearance and background investigation status.
  • Notifying the Divisional Security Officer and assistant when discrepancies and out-of-scope investigations are discovered.
  • Monitoring, recording, and reporting the status of pending background investigations for all C5ISC contractor staff that require Public Trust suitability.
  • Reviewing C5ISC contract Facility Security Officer (FSO) furnished Visitor Access Letters (VAL) and Visitor Access Requests (VAR) for accuracy and to determine appropriate access levels based upon in-scope background investigation and clearance levels.
  • Identifying and notifying C5ISC contract FSOs when new VAL/VARs are required.
  • Conducting in-process, transfer, and out-process personnel, reviewing C5ISC contract furnished paperwork for accuracy, and providing appropriate briefings.
  • Maintaining security files for all C5ISC staff.
  • Using the Security Management System (SMS) to assign appropriate building access and C5ISC personnel.
  • Issuing keys, temporary identification, and proximity cards (as needed) to C5ISC personnel.
  • Providing support for Classified Workspaces (CWS) at the SECRET level, including maintenance of associated logs and files.
  • Assisting the local WFD-Personnel Branch (PERS) staff by providing scheduling assistance for Common Access Card (CAC) issuance, unblocks, and unlocks.
  • Serving as the DEERS/RAPIDS Site Security Manager for Kearneysville (SSM).

 

REQUIREMENTS:

  • Must have 1-3 years of relevant work experience
  • Must be able to obtain and maintain a SECRET clearance.
  • Bachelors degree or equivalent preferred

Near visual acuity to review written documentation; ability to hear and understand speech at normal room levels and on the telephone; manual dexterity to operate a telephone and keyboard; lift horizontally and vertically.
