Position Overview

This position is accountable for assisting the Payroll Supervisor in analytical/administrative functions relating to the accurate submission of department payrolls.  This position processes all salaried and hourly turnaround forms in the preparation of payroll and verifying all pay adjustments for compliance with personnel policies and union agreements.  This position also responds to inquiries from department payroll representatives and analyzes payroll working file submissions for accuracy. 

Essential Functions

  • Assists district and central office staff regarding payroll adjustments in the accurate and timely submission of department payrolls.
  • Processes payroll turnarounds via entry to the Integrated Payroll Management system and reviews and reconciles any adjustment with corresponding Personnel Action Form (PAF).  Reviews pay adjustments for compliance with personnel policies.
  • Analyzes payroll documentation, detects errors, and resolves discrepancies in a timely and accurate manner.
  • Ensures comprehensive and accurate payroll records are maintained and applicable policies and union contracts are adhered to.
  • Assists with special projects involving complex calculations.
  • Develops processes to improve existing payroll practices.
  • Develops tools to enhance the accuracy and efficiency of payroll functions.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.

Minimum Qualifications

  • Completion of a bachelor's degree majoring in business administration, accounting or mathematics. OR completion of two years of college PLUS two years of experience with payroll processing, analyzing financial data, administering policy or a combination thereof; OR six years of. experience with payroll processing, analyzing financial data, administering policy or a combination thereof.
     

Preferred Qualifications

  • Strong analytical skills.
  • Experience using various computer systems, including Microsoft office software.
  • Effective oral and written communication skills.
  • Ability to organize and handle multiple functions in a fast-paced environment within given time constraints.
  • Versed in standard payroll and accounting concepts, practices, and procedures.
  • Ability to maintain professional and harmonious relationships with employees, agency officials, and the public.
  • Detail oriented.
