We have an exciting opportunity for a Senior Analyst, Global Trade (GT) to gain experience and grow their skills as part of the world’s largest aerospace and defense company – RTX Corporation.   As part of the Raytheon Legal, Compliance and Contracts (LCC) organization, GT Professionals plays a critical role in supporting the successful capture of international pursuits, and the execution of contracts, program and supply chain requirements.   GT Professionals ensure that Raytheon remains compliant with both U.S. and Non-U.S. Export/Import (EX/IM) regulations in all the company’s global business transactions.

This Senior Analyst position reports to the Advanced Products & Solutions (APS), Space, Imaging and Microelectronics Associate Director.  This position will directly support Raytheon’s wholly-owned subsidiaries Blue Canyon Technologies (BCT), which provides small satellite solutions and their components, and SEAKR Engineering, Inc. (SEAKR), which designs and manufactures avionics, processing and data management systems as well as other space-qualified advanced electronics.  Please note that this is an export licensing position, not a shipping and logistics position. 

The Senior Analyst will be responsible for working with the SIM GT Team and BCT and SEAKR Stakeholders to assist in the development of strategies to support international programs and business development capture efforts.  The position works closely with internal and external customers to prepare and submit export authorizations that allow for the efficient and timely export of technical information, hardware, software and services.  The successful candidate will have the opportunity to work in a high-energy, fast-paced environment and collaborating with multiple business functions for success.  

What You Will Do

• Provide consistent interpretations of International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR) to BCT and SEAKR stakeholders.

• Assist with the development of authorization strategies for the international marketing, sales, support, offshore procurement and manufacturing of defense and dual use articles.

• Prepare and submit license applications to the U.S. Department of Commerce Bureau of Industry and Security and providing status updates to the stakeholders. May also prepare and submit Technical Assistance Agreements (TAA), Manufacturing License Agreements (MLA) and other requests for approval to the U.S. Department of State Office of Defense Trade Control Licensing.

• Obtain signed agreements and other required documentations from foreign parties (e.g., Prior Consignee Statements, DSP-83s, ITAR NDAs, etc.) as applicable.

• Manage day-to-day execution of licenses and exceptions ensuring compliance for all activities under the authorizations, such as foreign travel, foreign visits and export and import transactions.

• Maintain applicable records in accordance with regulatory and policy requirements.

• Monitor authorizations for any changes effecting the authorizations and acting upon knowledge of the change

• Participate in GT compliance audits and investigations

• Regular travel within the U.S. To support meetings, program activity and learning events

Qualifications You Must Have

• Typically requires a University Degree or equivalent experience and minimum 2 years of prior relevant experience, or an Advanced Degree in a related field OR in absence of a degree, 5 years of relevant Global Trade experience is required

• Minimum of 2 years of professional work experience in global trade or related field (customs, compliance or international contracts)

• Ability to obtain and maintain a U.S. government issued security clearance is required

• U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

• Experience with Microsoft Office applications
