About the role
The postholder is a subject matter expert in one or more areas of traffic modelling. The work includes the development of signal schemes primarily focused on modelling, simulation, design, audit and network impact assessment. The postholder provides SME technical knowledge of one or more traffic (including pedestrians and cyclists) modelling packages and to ensure the development and use of these packages fits with the strategic aims of the Mayor. Through the efficient and effective use of London's Traffic Control system, congestion management, modelling, and other tools, enable the performance of London’s road network to achieve the objectives of the Mayor's Transport Strategy. The post holder may specialise in any one particular area of the team’s work, including traffic modelling and scheme design, managing modelling projects, developing and implementing new software and associated technological solutions.
Key Accountabilities
- In support of TfL’s Network Management Duty, using advanced modelling techniques, undertake and assure detailed network impact assessments of schemes, to analyse the impact changes to the road network, and support the TfL Traffic Manager’s Network Performance Delivery (NPD) team.
- Undertake or audit detailed multi-modal network modelling in order to devise and implement traffic signal timings and strategies in order to ensure the efficient operation of the traffic network, in accordance with the Transport Strategy. To support the delivery of traffic signal timing reviews including detailed design.
- In relation to the assessment of transport schemes in London, provide specialist technical and analytical transport modelling guidance to a range of internal and external stakeholders on issues covering highway traffic assignment (HTA), demand, deterministic, pedestrian, environmental and microsimulation models.
- Provide technical assurance to develop, audit and enhance the design of schemes through the use of TRANSYT, LINSIG, ARCADY, PICADY, VISSIM, SATURN, VISUM, LEGION etc and drive the area of expertise forward through innovation.
- Give specialist guidance and training to the team in support of the development of strategic and tactical modelling capability through demand and traffic assignment methodologies, techniques and applications.
Skills, Knowledge and Experience
Skills
- Excellent oral and written communication skills with the ability to impart knowledge to others.
- Good presentation skills and proficiency with MS PowerPoint.
- Experience and ability to write professional and concise reports of a technical nature to various audiences.
- Excellent numeracy with the ability to analyse engineering data.
- Good keyboard skills and proficiency with MS Office WORD, EXCEL & ACCESS.
Knowledge
- Chartered or incorporated engineer/modeller with relevant experience in traffic modelling and scheme design.
- Industry leading, specialist in-depth knowledge and understanding of relevant modelling tools such as TRANSYT, LINSIG, PARAMICS, VISSIM, SATURN, VISUM LEGION etc.
- Considerable expertise in the practical application of traffic assignment (SATURN or VISUM) and micro-simulation (VISSIM OR Aimsun) tools.
- Awareness and understanding of Urban Traffic Control and traffic signal control techniques including SCOOT.
Experience
- Extensive experience and proven success in the field of transport modelling, particularly the effective operation of a complex urban road network for all modes of transport.
- Experience of the integration of micro-simulation with SCOOT (online) is desirable.
- Experience of scripting/coding utilising a variety of programming languages is desirable.
- Experience in the management of projects in accordance with agreed timescales
