Job Description

MIT Lincoln Laboratory (LL) is a Department of Defense Federally Funded Research and Development Center (FFRDC) chartered to develop advanced technology in support of national security.  Research and development activities focus on long-term technology development as well as rapid system prototyping and demonstration. The Laboratory works with government and industry to transition new concepts, technology and prototypes into future system development and deployment.

Reporting to the MIT LL Deputy Director, Financial Operations, this position serves as the principal resource responsible for oversight and coordination of the daily funding operations for the Laboratory; interface with the Air Force on activities associated with the execution of research and development projects on a $20B DoD contract; manage the Financial Services Business Managers supporting the Director’s Offices; ensure funding for intelligence community programs; facilitate the financing of the Facilities Modernization Program. Strong working knowledge of the DoD Financial Management Regulation (FMR), DoD Fiscal Law, and the DoD Planning, Programming, Budgeting, and Execution (PPBE) process for research and acquisition portfolios is required.

Duties and Responsibilities

• Manage a staff of finance professionals who are responsible for coordination of financial activities between the MIT LL research divisions and the US Government
• Interface with Air Force and Office of the Secretary of Defense (OSD) administrative counterparts in finance, contracting and program management
• Administer startup and close-out processes for over 800 active R&D projects
• Facilitate approval and contract award of over $1B in US government funds annually
• Oversee financial management of approximately $30M in federal grants and other contract vehicles such as STTR, SBIR, CRADA and collaboration agreements
• Provide support to various offices included in the MIT LL Directors Office
• Ensure major construction requirements are forecasted via the MIT LL Facilities Modernization Plan (FMP) to include monthly indirect rate setting
• Coordinate for the annual justification and allocation of intelligence community funding
• Provide governance and documentation for financial data and systems
• Approve procurements over $250K and ensure compliance with applicable policies
• Produce routine mandatory reports per the Contract Data Requirements List (CDRL) and respond to ad hoc data calls from the US government
• Ensure MIT LL financial policies and procedures are organized IAW best practices
• Provide leadership and expertise on areas of changes related to fiscal regulations/laws and FAR/DFARS that impact the Laboratory financial operations or FFRDCs in general
• Maintain regular communications with the MIT LL business community
• Emphasize a supportive and collaborative environment

Requirements/Preferences

• History of increased responsibility and success in leading organic and multi-functional teams
• Expertise with the DoD Financial Management Regulation (FMR) and fiscal policy
• Knowledge of the Government Planning, Programming, Budgeting and Execution (PPBE) process
• Knowledge of the Federal Acquisition Regulations (FAR) and Defense supplements required
• Knowledge of OMB Uniform Guidance, 2 CFR Part 200
• Financial management with DoD programs and contracts in a research, acquisition and contracting environment is preferred
• Master’s Degree is preferred, preferably in Accounting/Business Administration/Finance/Management
• DAWIA (Defense Acquisition Workforce Improvement Act) Certification or equivalent preferred
• DoD Financial Management Certification Level III and/or ASMC Certified Defense Financial Manager (CDFM) preferred
• Ability to obtain and maintain a government security clearance is required; prior work in classified programs is desired
• Excellent interpersonal, communication, and problem-solving skills are required
