PATH seeks a Monitoring, Evaluation, and Learning (MEL) Officer for the Reaching Every At-risk Community and Household with Malaria Services (PMI REACH Malaria) global project. REACH aims to provide implementation support services and technical assistance to countries to accelerate progress in comprehensive delivery of facility and community-based malaria services, including malaria case management, prevention of malaria in pregnancy (MiP), seasonal malaria chemoprevention (SMC), data collection and use for service delivery, and other malaria prevention interventions. 

The MEL Officer will report to the MEL Director (based in Washington DC) and assist in project data processing and management, performance monitoring and reporting to fulfill the objectives of REACH Malaria. Specifically, this person will provide technical assistance to country-based MEL staff and support to the MEL Director. 

Responsibilities: 

• Co-design and implement global MEL project tools and materials with MEL and technical staff to support REACH Malaria activities in project-supported countries. 

• Support staff in project-supported countries on the design, implementation, and use of data to support monitoring project implementation and reporting, adaptive management, documentation of learning, and evaluation of interventions.  

• Conduct data cleaning, analysis and integration of supervision, stock, health management information system (HMIS), and quality of care data and other quantitative datasets, from multiple data sources. 

• Work with the MEL team to strengthen strategies for standardizing the analysis and presentation of complex programmatic data across country programs and to assess data quality and develop effective data quality assurance strategies. 

• Provide technical assistance to build capacity in quantitative methods, data cleaning, data analysis, data visualization, and data use for decision-making among REACH Malaria program staff, national malaria program staff, and local implementing partners. 

• Support the MEL Director on MEL activities and the implementation of and progress toward project goals, objectives, and activity targets for participating countries.  

• Prepare SOPs, technical documents, presentations, manuals, and reports, as requested.  

Required skills and Experience: 

• Advanced degree in public health, demography, epidemiology, or biostatics with emphasis on evaluation and data analysis with 5-10 years of relevant experience.
