Director, Capital Planning & Development

Annual Salary Range - $100,156.16-$127,628.80

General Summary: Under the direction of the Chancellor, manages all aspects of the planning, design, and development of all capital projects including the construction of new facilities and the renovation of existing facilities and contractual maintenance programs for the Community College System of New Hampshire (CCSNH).

Principal Duties and Responsibilities:

  • Develops framework for capital project program plans to ensure that the capital planning process integrates long-range objectives that align with CCSNH and its institution’s mission, strategic priorities, and educational, operational, and financial objectives.
  • Assesses the current condition of CCSNH facilities to develop plans for the development and renovation of facilities to meet future needs.
  • Directs the System’s capital projects and contractual maintenance programs including oversight responsibility for engineering & architectural design, scheduling, contract administration, construction supervision, securing permits and clearances, materials/supplies procurement, and budget management.
  • Creates a prioritized, system-wide capital project master plan and establishes goals, policies, and procedures, and timelines for project execution.
  • Oversees the development and implementation of facilities management standards and policies. Ensures compliance with all regulatory requirements, codes, and safety standards.
  • Oversees the selection, contracts, and performance of engineering design staff, project teams, and consultants/contractors associated with capital planning activities (master plans, facility condition assessments, project designs, etc.) to include review of project plans, negotiation of fees, approval of payments, and supervision of professional and technical staff assigned to the project, and the evaluation of completed projects for adherence to specifications and designs.
  • Develops and implements systems to track project performance and prepares reports on progress, project issues, and resolutions strategies.
  • Represents the CCSNH to various external stakeholders, including but not limited to: government officials (federal, state, and local), contractors, consultants, suppliers, and the public regarding project design features, project priorities, or other related matters
  • Serves as the liaison for all capital projects and acts as the point person for programs that directly affect the planning and development of capital projects.
  • Monitor and report on the progress, status, risks, and issues of the capital projects and propose solutions and corrective actions as needed to various constituent groups including the CCSNH Board of Trustees, Assets and Resources Committee, System Office, and college leadership teams.
  • Leads and oversees the development, revision, and integration of CCSNH’s standard design and construction contracts and approve material exceptions to CCSNH’s in partnership with CCSNH procurement, general counsel, and others as needed.
  • Leads and supports real estate acquisition and disposal.
  • Performs such other appropriate functions, as assigned.

QUALIFICATIONS:

Education: Possession of a bachelor’s degree from a recognized college or university in facilities management, construction management, engineering, architecture, business administration, or related field.

Experience: Five (5) years’ experience in construction or facilities management, engineering, or architecture, with administrative or supervisory and project management experience.

License/Certification: Valid drivers’ license or access to transportation for statewide travel.
