Job Duties

The Division of Population Health Data (DPHD) is responsible for analytic and outreach services within the Office of Family Health Services (OFHS), including epidemiological activities regarding the collection, monitoring, analysis and interpretation of data, and program evaluation regarding programmatic data-informed decision-making and needs assessment activities. The DPHD seeks a qualified candidate to serve as the Sickle Cell Epidemiologist. This mid-level position is responsible for carrying out a broad and moderately complex range of investigative and analytical epidemiologic activities in statewide program areas including developing, maintaining, and conducting surveillance of a Sickle Cell Registry, as well as providing epidemiologic support for the Bleeding Disorder program and Children and Youth with Special Healthcare Needs program. Responsibilities include developing and maintaining a Sickle Cell registry, conducting epidemiologic investigations and/or assessments, participating in surveillance activities, conducting epidemiologic studies to include data analysis and dissemination, and consulting on scientific and technical issues. Positions in this role may coordinate a specific epidemiology program within an assigned area to include interpreting program policies and procedures, training staff, monitoring and reviewing data collection/analysis for accuracy and consistency, and serving as a program consultant. Positions in this role work under the limited supervision of a lead epidemiologist, program manager, or similar position and perform assignments independently, making determinations about scope and direction of program planning, research and investigation, based on agreed upon direction and institutional review board approval, as needed. Typically, the work completed is reviewed for feasibility, conformance to program policy and practices, and effectiveness in meeting specific goals and objectives.

Minimum Qualifications

1. Considerable knowledge of the cause, transmission, treatment, and prevention of communicable and other conditions of public health importance.
2. Considerable knowledge of methods of public health surveillance.
3. Working knowledge of biostatistics, SAS data analysis, with the ability to write SAS code, and data management techniques.
4. Demonstrated ability to develop program goals and objectives and to evaluate program effectiveness.
5. Demonstrated ability to collaborate in a team to perform epidemiological studies and evaluate program effectiveness.
6. Demonstrated ability to collect, quality assure, analyze, and present statistical data.
7. Demonstrated ability to communicate effectively orally and in writing with health care professionals and the general public.
8. Experience in epidemiology, public health, or a related area.

Additional Considerations

1. Prior maternal and child health epidemiology and evaluation experience.
2. Some knowledge of federal and state laws, regulations, and policies regarding the reporting and control of disease.
3. Strong knowledge and experience of statistical software packages, including SAS, R, Tableau, ArcGIS, or SQL.
4. Experienced with database management systems, especially those used to manage population-based disease data and visualization
