Northeast Residential Services is seeking an experienced Director of Services to develop and oversee multiple residential and lifespan waiver services for adults with intellectual and developmental disabilities and brain injuries. This senior role provides strategic and operational oversight to residential, shared living programs, and other lifespan waiver services with a focus on high level services, regulatory compliance, and person focused metrics of achievement. This position requires innovation and will create and integrate new services in conjunction with evolving waiver standards and opportunities. The Director of Services ensures that services are delivered in accordance with state and federal regulations, licensing, and NRS standards, while promoting a culture that supports health, safety, and empowerment within the NRS mission.

 

Responsibilities and Essential Duties

  • Lead the creation and integration of multiple waiver services (sections 18, 21, 29 Lifespan)
  • Create actionable plans for the implementation of services including building and cultivating collaborative manager and staff teams
  • Ensure fiscal responsibility with oversite of program expenses and staffing costs
  • Create and manage employee schedules to meet required census while controlling overtime
  • Utilizes Paycom to manage timecards, PTO, expenses, and meet payroll deadlines
  • Provide after hours on call support and manage program on call systems
  • Submit maintenance cases and authorizations for approved hours and services in Acentra
  • Act as a liaison for external stakeholders and NRS
  • Monitor service implementation notes in Therap daily for quality, content, and confirmation of billable services
  • Ensure the implementation of client PCP goals and HCBS standards
  • Ensure timely required reporting in Therap, and to Evergreen, APS, and licensing as required
  • Ensure monthly quality program audits are completed
  • Oversee facilities management and program assets including agency vehicles
  • Maintain full compliance with state and federal regulations (HCBS Settings Rule, DHHS licensing) and serve as a lead for state licensing and HCBS audits

 

Skills & Competencies

  • Intimate knowledge of Maine waivers for adults with developmental disabilities and brain injuries including HCBS principles.
  • In depth knowledge of residential care facility licensing regulations and operations
  • Proven ability to develop and lead teams resulting in the growth of new services
  • Exceptional organizational, communication, and problem-solving skills
  • Comfort with data tracking systems, incident management, and quality assurance

Required Education & Experience

  • Bachelor's degree in a human services related field (Master's preferred).
  • Minimum 7 years of progressive leadership in disability services, with at least 5 years managing multiple programs or sites.
  • Experience with Maine's HCBS waivers (Section 18, 21, 29, or Lifespan preferred).
  • Experience with relevant software systems preferred (Therap, Evergreen, Acentra, MaineCare Health PAS Online Portal, Paycom)
