Description
Job Summary: The PROPERTY MANAGER is accountable for all community operations in accordance with the Company procedures, applicable HUD/LIHTC/program regulations, all federal and state laws, and the Company’s values of Customer Service, Communication and Competency.
Reports To: Regional Manager or Senior Regional Manager
Duties and Responsibilities:
RESIDENT RELATIONS
- Maintain a positive, customer service-oriented approach to management with a goal of meeting resident and community needs.
- Work to solve problems quickly and efficiently.
- Evaluate move outs and notices to vacate in order to improve the community’s position in the marketplace and increase resident retention.
- Promote a positive “sense of community” among residents.
- Create and maintain opportunities to establish good communication between management and residents; e.g., newsletters, tenant meetings, work order follow up, complaint resolution, etc.
LEASING/MARKETING
- Establish a welcoming community where applicants and residents feel at home, with a specific focus on Fair Housing best practices.
- Maximize occupancy by increasing resident retention, processing applications efficiently, and maintaining the community to keep it at the top of its market segment.
- Respond to phone calls and leasing inquiries in a prompt and professional manner.
COMPLIANCE
- Follow programmatic requirements to maintain compliance with all HUD/LIHTC/etc. regulations.
- Establish a streamlined communication process with applicants and tenants to simplify tenant qualification for move ins and recertifications.
- Complete move ins and recertifications in a timely manner, as dictated by programmatic guidelines and management best practices.
- Establish expertise with RealPage’s OneSite leasing software and other programs necessary to process tenant files and perform other operational tasks.
- Ensure that lease files are complete and that completion of leases is being executed property.
MANAGERIAL OPERATIONS
- Perform all move-in, move-out and interim housing quality inspections to ensure apartments are maintained by both management and tenants.
- Enforce lease provisions and community rules in a consistent and professional manner.
- Maintain thorough documentation of community and resident issues, including complaint resolution, incident reports, etc.
- Responsible for control and inventory of site supplies, tools and equipment.
- Monitor consumption and promote energy conservation by residents and site staff.
FINANCIAL
- Provide input to RPM in the formulation of budgets, and operate within the approved budget.
- Follow Company’s Accounting Procedures regarding spending authority, reporting and procurement policies.
- Maximize property resources by pursuing competitive quotes and reviewing vendor performance for compliance with contract terms.
- Collect rent when due, and post payments accurately and promptly to tenant ledgers. Make timely bank deposits and communicate reports to the corporate office.
- Actively track tenant receivables, record status updates, and communicate delinquency reports to the RPM on a weekly basis.
- Prepare, reconcile and submit required weekly and monthly accounting reports.
HUMAN RESOURCES
- Promote and follow the Company’s core values: Customer Service, Communication, Competency.
- Hire, train, motivate and supervise all on-site staff, including new employee orientation and training, ongoing formal and informal performance evaluation, and advising on-site staff of employee procedures and guidelines.
- Cross-train with assistant to assume managerial duties in the event of the manager’s absence.
- Establish and track employee schedules with a goal of maximizing property coverage and staying within budget. Train, oversee and approve biweekly payroll. Evaluate employee leave requests.
- Work with RPM and HR to provide comprehensive feedback to non-performing employees.
- Facilitate disciplinary procedures and documentations, up to and including terminations of employment under the guidance of RPM and HR.
- Reports all liability and community incidents to the corporate office immediately.
ADMINISTRATIVE/OFFICE
- Maintains records on all aspects of management activity on a daily, weekly, and monthly basis. Submits required reports to corporate offices on a weekly and monthly basis.
- Achieve and maintain COS, CPO, TCS, C3P or similar relevant industry certifications.
