The Department of Emergency & Military Affairs (DEMA), led by The Adjutant General, provides emergency management and military capabilities to the citizens of Arizona and the nation. The Emergency Management Division consists of three sections—operations, preparedness, and financial administration. Each section works collaboratively across the agency and with external partners to manage emergency responses and reduce the impacts of disasters. Additionally, DEMA is the headquarters for the Arizona National Guard, the primary combat reserve of the United States military. The Arizona Army and Air National Guard provide military forces and equipment to accomplish community, state, and federal missions.
ORDNANCE OPERATIONS DIRECTOR

Job Summary:Responsible for work of substantial difficulty and considerable complexity in the areas of organization and management for Camp Navajo Industrial Operation {CN - 10). This position is responsible for the management and oversight in the areas of planning, coordinating, and organizing the direction of: a centralized administrative staff, Conventional Ordnance (Conv.Ops) and Large Rocket Motor (LRM Ops) Ordnance as well as the Support coordination for marketing, construction, alterations, modifications, additions, repairs, and maintenance through the Camp Navajo Garrison Commander (CNGC). Responsible for managing an industrial operations with an approximate $18 million operating budget (generating $1 million in revenues), $7million in equipment, and $2.5 billion of ordnance storage. Responsible for ensuring all crew members, supervisors, and staff meet the minimum standards for qualification and certification, as outlined in local and federal regulations. Coordinates with Fire Marshals, purchasing officer representatives for state funded engineering projects (through Department of Military and Emergency Affairs (DEMA), contracting officer representatives for engineering projects federally funded (through the United States Property and Fiscal Office (USPFO), and all contractual support necessary for shipping, receiving, storage, and inventory of ordnance commodities. Reviews and approves applicable Standard Operating Procedures (SOPs). Administrative Procedures (AP's) and other associated policy documentation for ordnance operations in order to meet the requirements set forth by the Service Contracts established with the CNGC. Responsible for meeting and maintaining all Job Knowledge. Skills and Abilities for the position as well as those responsibilities inferred or implied by this position. Will ensure assigned personnel are able to meet their job requirements. Ensures assigned personnel follow established policies and guidance. explicit and implicit, as commensurate within their assigned Training, Qualification and Certification requirements. Responsible for maintaining a safe, professional, harassment-free, and conducive to a positive and productive work environment. Personally responsible for accountability and process compliance under contract with the Department of Defense under International treaty (New Strategic Arms Reduction Treaty (NSTART) through DOD compliance inspections and no-notice inspections by foreign governments. Will act as the primary point of contact for all customer negotiations, relations, and all actions requiring direct coordination with outside State and Federal agencies having business at Camp Navajo on behalf of the SBO. This position reports to the Director of Administrative Services. Actively participates in promoting a continuous improvement of workplace culture, using teamwork, root cause problem solving, standard operating procedures, and review of performance metrics.
