About the role

Job Overview:

APTIM’s Energy Transition is seeking an experienced Contractor Network Manager. This position is based in Texas and will be responsible for leading the recruitment, development and management of the program’s contractor network on behalf of the HOMES/HEEHR program for the entire state. APTIM’s role is to develop and manage Home Energy Rebates created through the Inflation Reduction Act including the Home Owner Managing Energy Savings Rebate Program (HOMES) and the High-Efficiency Electric Home Rebate Program (HEEHR). Residential program knowledge and technical expertise in energy efficiency and weatherization is required.

The successful candidate will immediately assume an active role supporting the planning and operational activities for the programs. They will manage the development of materials necessary to recruit and train contractors into the network. The Contractor Network Manager is responsible for rapidly implementing strategies to scale the contractor network to align to program needs.  There may have frequent travel across the state as needed and There is the opportunity for travel outside of the area, sporadically, for conferences, events, and continuing education. The Contractor Network Manager must be a critical thinker, able to manage multiple tasks, have excellent written and verbal communication skills, and be able to maintain positive relationships with colleagues, stakeholders, and partners. The role requires a person who is accountable, process driven, detail-oriented, and pragmatic. Individuals in this role will be expected to embrace a collaborative approach, take ownership of their workspace, and find solutions to challenges as they arise and be highly flexible to adjust to program needs. In this role, you will be working with others who are passionate about clean energy, energy efficiency, and making a positive impact on the industry.

 

Key Responsibilities/Accountabilities:

  • Work as part of a program team ensuring the administration, implementation, and verification of federally funded energy efficiency projects are successfully executed.
  • Lead and personally engage in recruitment, onboarding and continuous management of a network of hundreds of contractors to serve the programs across Texas
  • Create contractor participation agreements, code of conduct, and network management plans to ensure compliance and alignment with all program and DOE rules
  • Work with the relevant trade organizations and workforce development agencies to identify needed energy efficiency contactor and assessment skills within the workforce and expand those capabilities across the state.
  • Create strategic plans and reporting to align contractor network to program needs, continuously monitor and report results and execute continuous adjustments to ensure networks ability to deliver to program forecasts and requirements.
  • Primary responsibility for contractor portal including ensuring functionality meets requirements of the network and portal provides up to date and accurate information from current network (ex. Contractor certifications, coverage areas and project types served)
  • Maintain annual compliance checks for enrolled contractors and manage escalations and code of conduct issues
  • Identify opportunities, create plans and execute strategies to create synergies for contractor networks participating in other programs in the state (ex. Utilities, Weatherization, etc.)
  • Lead and manage a team of regional Contractor Liaisons who maintain deep connections with the contractors in their regions
  • Provide regular communication to the network regarding program related opportunities or changes. Communications may include, but are not limited to, webinars, newsletters, advisory group meetings, and one-on-one visits.
