TITLE: Territorial Emergency Services Deputy Director       DEPARTMENT: Emergency Services    STATUS:  Exempt - Full-Time   PAY RANGE:  $115,000.00 to $125,000.00

POSITION SUMMARY

The Deputy Director position supports the territorial Emergency Services Director in building territorial and divisional capacity for preparedness, response, and recovery activities. The position must be able to interpret/train cultural/religious differences and apply different response/recovery models to accommodate cultural/geographical challenges throughout the territory.  The position must excel in identifying, training, and coordinating incident management teams for emergency response. The position must excel in problem-solving in high-stress environments with a propensity for innovation and a commitment to organizational mission. 

 

ESSENTIAL FUNCTIONS

• Assist with territorial/divisional emergency management activities, including strategic planning, divisional coordination, regional training/exercises, regional networking, resource development/mapping while providing experienced direction and mentoring to all divisional emergency management personnel.
• Assist with grant maintenance, including proposal writing and report submissions
• Assist with planning and facilitation of the annual EDS Summit for divisional directors and key EDS personnel.
• Assist with the coordination of development and public relations efforts with the appropriate staff members of the Community Relations and Development Department and assigned PIO(s).
• Assist with the coordination of human services with the appropriate staff members of the Social Services and Program Departm
• Assist with the development of emergency management curriculum for both classroom and on-line training.
• Assist with advanced and/or certified disaster training at the territorial level as well as with divisional DHQ training per the Western Disaster Response Minute.
• Assist with all emergency management training, including the training of trainers.
• Provide guidance, resources, and trainers for divisional EDS training.
• Facilitate orientation, debriefing, and counseling services as needed for territorial deployed disaster workers.
• Attend and participate in councils, conferences, seminars, and training courses in the interest of improving and advancing emergency services.
• Ensure compliance across the territory with all federal and state regulations regarding emergency vehicles, equipment, and personnel, in concert with legal, risk management and other departments.

EDUCATION & EXPERIENCE

• College degree in relevant field and at least 5 years’ experience in an EDS Leadership position required
• Strong knowledge of emergency management, nonprofit management, and faith-based organizations
• Strong knowledge of and demonstrated ability to work effectively with emergency management liaisons at the local, state, and federal levels
• Knowledge of and demonstrated ability to build partnerships with nongovernmental organizations and private sector businesses
• Demonstrated experience in high-stress emergency management response activities
• Demonstrated experience working in governmental emergency operations centers
• Demonstrated experience in community recovery programs
• Demonstrated ability to mentor and train emergency services personnel
• Demonstrated technological skills and experience in data management processes
• Ability to travel/deploy for extended periods of time
• Excellent verbal and written communication skills
• Excellent public speaking and public information skills
• Excellent grant writing and reporting skills
• Bi/multi-lingual preferred
• Valid driver’s license
