About the role

JOB SUMMARY

The Reachback IO Planner conducts all-source analytic production on foreign military, political, and security-related issues including, but not limited to, regional military capabilities, strategy, doctrine, operations, leadership intentions and decision-making, military leadership, defense and security policies, irregular warfare, civil-military relations, and defense relations with the U.S. and other countries in support of 1st IO Command.

RESPONSIBILITIES

  • Coordinate between 1st IO Customers (USARPAC, SOCPAC, INDOPACOM, etc) and the INDOPACOM / COCOM Regional Support Team to provide tailored products and planning documents. Coordination also includes other 1st Battalion detachments such as GEOINT, the Field Support Detachment (FSD), the Training Support Detachment (TSD), and the Mission Support Detachment (MSD) because the IO Planner expertise might be needed to facilitate other 1st IO requirements. Example: providing expertise for training support, teaching a class, or document updates.
  • Update the daily status report and troops to task calendar for accountability.
  • Attend and run daily meetings for Military members and Government civilians. To include updating pertinent information on slides for meetings, scheduling rooms, and setting up video teleconferences.
  • Edit, read, and provide recommendations to team documents. Provide IO considerations to team products and customer products.
  • Produce timely, logical, and concise analytic reports, documents, assessments, studies, and briefing materials in formats including Microsoft Office tools (e.g. Excel, Word, PowerPoint, etc.), electronic / soft copy matrices and / or web-enabled formats.
  • Provide guidance in selecting, designing, and applying analytic methodologies.

KNOWLEDGE/SKILLS/ABILITIES

  • Working knowledge of how to conduct open-source research with a SILO account or any other type of managed attribution software. 
  • Ability to write Operations Orders (OPORDs), Fragmentary Orders (FRAGOs), Concepts of Operations (CONOPs: both U.S. military and the Department of State), and Memorandums (MEMOs).
  • Knowledgeable of and demonstrates ability to apply IC and DoD classification guidelines and procedures.
  • Ability to use logic and systematic approaches to gather, evaluate, and synthesize multiple sources of information.
  • Ability to work semi-independently with oversight and direction. 
  • Ability to defend analytic judgements with sound, logical conclusions and adapt analytic judgments when presented with new information, evolving conditions, or unexpected developments.
  • Demonstrates ability to collaborate and work with other IC members on information sharing, driving collection, and addressing analytic disputes and conflict resolution.
  • Demonstrates the ability to communicate understanding from information that may be incomplete, indirect, highly complex, seemingly unrelated, and / or technically advanced. 
  • Ability to lead teams in researching multifaceted or critical problems. Uses argument evaluation and validated analytic methodologies to challenge differing perspectives.

QUALIFICATIONS:

Minimum Qualifications include:

  • DOD Clearance TS/SCI
  • Bachelor’s Degree
  • At least 8 Years in related area with at least a portion of experience within the last 2 year.

Nice To Have:

  • Working knowledge and experience in U.S. Embassy operations (or U.S. Department of State operations / Global Engagement Center), a military background, knowledge of / or work with other stakeholders in the intelligence community (NSA, CIA, FBI / DOJ, U.S. CYBERCOM, National Ground Intelligence Center), and having contacts within the Information Related Capabilities (IRC) community would be helpful.
