Job Description:

Parsons is looking for an amazingly talented Engineering Services During Construction Manager to join our team! In this role, you'll have the privilege of working on the premier Infrastructure project in the Country, as well as receive all of the benefits of working for Parsons! This Program is the most Urgent infrastructure program in the country - a comprehensive set of rail investments that will improve commuter and intercity services, add needed resiliency and, in its later stages, create new capacity between Newark NJ and NYC. This role requires extensive experience in design contract administration and design oversight for heavy civil and transit projects of significant scale, with tunneling and systems experience a strong asset.

Program background

The Gateway Program is the most urgent infrastructure program in the country – a comprehensive set of rail investments that will improve commuter and intercity services, add needed resiliency and, in its later stages, create new capacity between Newark, New Jersey and New York City, the busiest section of the Northeast Corridor (NEC). The first phase of the Gateway Program includes the Hudson Tunnel Project (HTP), which includes the construction of a new two-track tunnel under the Hudson River connecting to Penn Station New York as well as the full rehabilitation of the existing 110-year-old North River Tunnel. The Gateway Development Commission (GDC), established through bi-state legislation, is responsible for the financing and development of the Hudson Tunnel Project.

As a tri-venture partner with Parsons, Arcadis, and Mace (MPA) is the Delivery Partners (DP)to provide advice, leadership, and support to GDC for the development and implementation of HTP. This is a master service with task order contracts for a 15-year contract encompassing a broad range of strategic advisory services, project management, design management, construction management, stakeholder coordination, federal compliance, operations support, office administration, and related services.

Responsibilities:

  • Act as the primary liaison with the Designer of Record, ensuring that design deliverables for heavy civil and transit elements meet project specifications, quality standards, and regulatory requirements.

  • Facilitate collaboration between design and construction teams to address design-related queries.

  • Oversee the administration of design contracts, ensuring all contractual obligations are met, including timely delivery of design modifications as necessary.

  • Evaluate design submittals and modifications to ensure alignment with project requirements and industry best practices.

  • Provide feedback and ensure that designs adhere to the technical needs of heavy civil and tunnel transit systems, especially for a high-budget project of this scale.

  • Lead quality assurance audits for design documentation and processes, verifying that design work adheres to standards, codes, and project specifications.

  • Monitor compliance with safety, structural integrity, and functionality requirements, particularly for the complex demands of tunneling.

  • Provide technical expertise and decision-making support on engineering issues that arise during construction.

  • Review engineering recommendations, support solutions for unforeseen site conditions, and ensure that any design adjustments maintain project objectives and quality.

Qualifications:

  • 10+ yrs. experience administering design contracts AND design oversight of owner projects of $250M+.

  • Heavy civil required and systems experience a plus.  

  • Experience overseeing designer of record specific to heavy civil transit and tunneling projects.
