WSP USA is seeking a highly motivated Senior Program Manager, Senior Technical Director, Construction Management to support our growing Construction Management practice throughout Chicago, Illinois. This is a high impact role, and the successful candidate will be involved in projects, have significant input and influence in shaping the future of a growing organization of the Construction Services business in Chicago, and to meet our clients needs and solves their challenges. The preferred location for this position is in our Chicago Office.
In this role, you will partner with other Construction Management Illinois leaders and other stakeholders to champion the delivery of world-class construction services with an initial focus on Construction Engineering and Inspection (CE&I) services to consistently meet or exceed client and expectations. The Senior Program Manager is accountable for providing leadership and skills necessary to drive growth and operating performance for the practice.
Your Impact
- Working collaboratively with Illinois construction management leadership to participate in strategic growth plan for the Illinois CM practice across City of Chicago clients and markets.
- Providing overall leadership to the construction services business in Chicago and expand our delivery of professional construction services to both public and private clients in Chicago.
- Identifying growth opportunities through new and existing markets and clients and the hiring of staff to acquire the necessary skills and drive growth initiatives
- Managing Construction Services contracts as a Project Manager through the assignment of professional Resident Engineers, Inspectors and other project technical resources allocated to the group to efficiently and effectively deliver projects to meet client expectations and project profitability.
- Manage project budgets, change orders, supplements, invoicing, and staffing for Projects assigned.
- Maintaining and developing key relationships with public and private clients in Chicago, including teaming partners, and learn about future CM pursuit opportunities.
- Apply diversified knowledge of construction engineering principles and practices and independently makes decision on significant construction engineering problems.
- Managing technical non-billable time for the most effective outcomes in accordance with plan targets.
- Supervise, develop and train CEI direct report staff and other construction support staff assigned to a project.
- Delivering projects using the appropriate systems for quality, safety, schedule and cost management.
- Exercise responsible and ethical decision-making regarding company funds, resources and conduct, and adhere to WSP’s Code of Conduct and related policies and procedures.
- Perform additional responsibilities as required by business needs.

Who You Are
Required Qualifications
- Bachelor's Degree with concentration in Engineering or Construction Management.
- Licensed professional engineer in Illinois or have the ability to receive license within six (6) months.
- Minimum 15 years of transportation consulting/engineering experience, including at least 6 years of successful experience in client relations and business development in a construction services role.
- Specific expertise in the heavy highway/municipal and transit/rail construction market in Illinois and established relationships with local teaming partners and key client decision makers.
- Must be knowledgeable of various client construction specifications and contract management
- Excellent oral and written communication skills.
- Working knowledge of applicable codes, standards, and materials
- Proven track record of upholding workplace safety and ability to abide by WSP’s health, safety and drug/alcohol and harassment policies
- Valid drivers license
- Must successfully complete and pass WSP’s Motor Vehicle screening.
Preferred Qualifications
- Master's degree in Engineering, Construction Management, Business or related field.
- Registered Professional Engineer (PE) in Illinois or ability to obtain within three months.
