ABOUT THE JOB
The Tepa Companies are seeking a Proposal Operations Manager (POM) to manage the Tepa Companies’ Proposal Group, which includes Construction, Industrial, Environment, Engineering, and Technologies business lines. The position oversees the consistent, high-quality delivery of compliant proposals and related documents in response to client solicitations and bids for federal, state, municipal, tribal, and private sector markets. The POM is responsible for operations, including staff (interviewing, hiring, mentoring, and training), planning (strategy, budget, personnel resources, retention of data assets, and goals), and developing efficiencies in the proposal process. Strategy includes revenue growth through collaboration with Executive Leadership, Business Development Managers, and the Proposal Group staff. The role champions Tepa’s vision and core values.
Job Functions:
- Oversees Tepa’s Proposal Team for Construction, Industrial, Environmental, Engineering, and Technologies and their development of high-quality, compliant proposals and related documents in response to Requests for Proposals (RFPs), Requests for Bids (RFBs), Sources Sought (SS), and other client solicitations documents
- Hires, manages, mentors, trains, and supports all Proposal, Marketing, and Communications staff
- Conducts content and compliance reviews of proposals and related documents, as needed, to ensure compliance with Tepa standards and client requests
- Manages training and implementation of strategy, processes, policies, metrics reporting, utilization of technology, and operations for the Proposal, Marketing, and Communications groups
- Coordinates with Tepa stakeholders to manage the proposal pipeline and team capacity
- Creates, implements, evaluates, and continually improves scalable strategies to ensure quality proposals and related document production for all Tepa Companies
- Works with Technical Editor to set policy for Tepa standard language and document consistency
- Works with Marketing/Communication group to align internal and external marketing messaging
- Ensures client debrief, lessons learned, and internal stakeholder feedback is shared and acted upon
- Develops a yearly Proposal Group budget
- Develops/reviews existing five-year plan and update as needed
- Serve as a Proposal Manager for managing, authoring, and submitting proposals and related documents during high-volume periods
- Ensures that prospective and existing client deliverables are on time and accurate
- Manages multiple online tools and vendor relationships, serving as a liaison to internal stakeholders
- Present progress reports, analyses, and business cases with professionalism to multiple levels of leadership
- Perform additional duties as assigned
WHAT WE'RE LOOKING FOR
- Bachelor's degree in communications, marketing, English, journalism, business, or relevant proposal experience; master’s degree preferred, not required
- 15+ years of progressive proposal development experience from solicitation release through submission to the client
- Proposal development experience in at least two of the following industries: construction (vertical, horizontal), industrial (fuels), architecture, engine
