The ATC Systems Configuration Management (CM) Director provides visionary leadership, governance, and oversight for all configuration management activities supporting complex Air Traffic Control (ATC) systems across the National Airspace System (NAS). This executive-level role ensures that every system baseline, technical document, hardware configuration, and software release is managed with precision, consistency, and traceability—safeguarding the integrity of mission-critical systems that underpin U.S. aviation safety and efficiency.

 

As the senior authority on CM, the Director defines strategy, enforces standards, and drives collaboration across engineering, operations, testing, and sustainment teams. This position plays a pivotal role in balancing innovation with discipline, ensuring compliance with FAA and international standards while enabling the modernization of the NAS.

 

Key Responsibilities

  • Develop and Lead Strategy: Define the enterprise-level configuration management vision, policies, and roadmap for ATC systems, ensuring alignment with FAA objectives, NAS architecture requirements, and international best practices.

  • Governance and Process Ownership: Establish, implement, and enforce robust CM processes, tools, and standards covering baseline management, change control, version control, and technical data management.

  • Authority in Change Control: Chair and direct the Change Control Board (CCB), providing authoritative decisions on system modifications, upgrades, and configuration changes that impact national aviation operations.

  • Baseline and Audit Oversight: Ensure rigorous configuration identification, status accounting, verification, and audit readiness for all hardware, software, and documentation baselines.

  • Cross-Functional Integration: Partner with engineering, testing, in-service management, operations, and sustainment teams to ensure consistent and controlled system configurations across the NAS.

  • Contractor and Vendor Oversight: Monitor contractor compliance with CM requirements, review deliverables for accuracy and completeness, and drive accountability for system integrity.

  • Metrics and Continuous Improvement: Develop and track performance metrics, analyze trends, and implement continuous improvement initiatives to enhance CM effectiveness.

  • Executive Reporting: Provide senior leadership with clear, data-driven insights on configuration risks, impacts, and opportunities, enabling informed decision-making.

  • Culture of Discipline: Champion a culture of rigor, accountability, and excellence in configuration management practices across the enterprise.

Qualifications

Qualifications

  • Bachelor’s or Master’s degree in engineering, systems management, or a related discipline, with at least fifteen (15) years of relevant professional experience. Configuration Management certification (CMPIC, CMII) is strongly preferred.

  • Extensive background in configuration management for complex, safety-critical systems; experience in aviation, defense, or transportation industries is highly desirable.

  • In-depth knowledge of FAA acquisition processes, National Airspace System (NAS) operations, and industry CM standards such as EIA-649, ISO 10007, and CMMI.

  • Demonstrated success in establishing and leading enterprise-level CM organizations, including the development of policies, processes, and supporting tools.
