About the Organization:

The Division of Occupational Licensure (DOL), an agency within the Office of Consumer Affairs and Business Regulation (OCABR), protects consumers by making sure the professionals they hire comply with state licensing laws. DOL oversees 26 boards of registration, which license and regulate more than 500,000 individuals and businesses to practice over 100 trades and professions. DOL also licenses and regulates the Office of Public Safety and Inspections (OPSI), and the Office of Private Occupational Schools.

About the Role:

The Public Safety Licensing Unit (“Unit”) is one of DOL’s administrative units. The Unit administers the licensing functions for all public safety licenses and certifications issued by boards and commissions housed under OPSI. Examples of such licenses included but are not limited to: amusement licenses; building official and inspector certifications; construction supervisor licenses; elevator licenses; hoisting licenses; and licenses for various other regulated activities and programs. The mission of the Unit is to timely process and issue licenses to individuals and businesses who meet the requirement for licensure, as well as to timely process the renewal of qualified licensees.

The Associate Executive Director (“AED”) assists the Executive Director (“ED”) in the supervision and management of administrative staff members who support the Unit’s licensing activities by directly overseeing day-to-day operations of the Unit staff. This may include assisting with staff recruitment, training, and evaluation. The Associate Executive Director troubleshoots issues and responds to constituent inquiries related to the applications and renewals processed by the Unit and escalates issues to the Executive Director as necessary. In addition, the AED also oversees the customer service interactions of the Unit staff and serves as the Unit liaison to DOL’s Welcome Center.

Given the breadth of substantive expertise required to administer the varied and complex professional license applications, examinations, renewals, continuing education, permitting and inspection, disciplinary, and regulatory functions under the supervision of the Executive Director, the AED must be versatile and an expert in administering operating policies and delegating and supervising the services provided by the AED’s staff. The AED also initiates and implements policies that direct the daily licensing and regulatory activities of administrative and licensing staff to ensure compliance with Agency policy and relevant state and federal regulations and statutes as directed by the Executive Director.
