JOB SUMMARY

The Material Handling Equipment (MHE) Foreman Airfield works with and directs a small group of employees engaged in airport maintenance operations to include airfield ground maintenance, lighting, instruments, pavement and facilities, buildings, grounds, roadways, and utilities. This position operates with supervision under the Heavy Equipment Superintendent and must exercise considerable judgment in solving airport maintenance and repair problems. MHE Foreman Airfield work is reviewed by reports and frequent site visits.

JOB RESPONSIBILITIES

  • Plans, assigns, and supervises the work of subordinate supervisors, heavy equipment operators and work crews.
  • Supervises earth moving in road, path and other maintenance and repair operations.
  • Responds to maintenance, repair, and cleanup needs of Balad Airfield.
  • Makes estimates of aggregates and other materials and supplies necessary to maintenance and repair activities.
  • Assists in the preparation of and makes recommendations for annual budget requirements.
  • Act in advisory capacity with respect to earth-moving or construction projects under the jurisdiction of other divisions.
  • Inspect proposed work and make recommendations on the use of heavy equipment.
  • Acts as dispatcher for drivers and vehicles.
  • Contracts scavenger service for litter pick-up.
  • Maintains records of maintenance and repair activities, including projected work schedules, equipment maintenance and repair, materials and supplies consumed; keeps accurate inventory of equipment.
  • Recommends purchase of heavy construction equipment as well as rolling stock.
  • Trains subordinate personnel including the facilitation of safety meetings.
  • Performs other duties as assigned by the management.

JOB QUALIFICATIONS

  • Preferred high school diploma or GED.
  • A preferred minimum of ten (10) years of responsible experience in Airfield Operations and preferably experience with operating a variety of heavy road equipment. Or ten (10) years of experience supervising the operation and/or maintenance of a variety of heavy road construction trucks and road maintenance equipment engaged in the construction and maintenance of a large underground utility system or similar system. (Automotive or mechanical maintenance of construction trucks and/or road maintenance equipment alone will not be qualifying.)
  • Requires a current home country driver’s license, preferably a Class B CDL (not a requirement, but a preference, due to changing mission needs).
  • Prior Military and or AFCAP/LOGCAP experience is preferred.
  • Experience with operating, maintenance of commonly used road construction and earth-moving equipment.
  • Planning, coordination and supervise civil work, demolition, forms, reinforcement bar/wire, material takeoffs, paint application and removal.
  • Maintain effective relationships with associated departments.
  • Understanding required labor and equipment needed in the execution of assigned projects.
  • Knowledge of road and ground maintenance equipment.
  • Preparation of various reports and operations maintenance records.

PHYSICAL REQUIREMENTS AND WORK CONDITIONS

  • Physical requirements may include lifting to 35 lbs., team lifting 50 lbs., climbing, extended sitting and standing, stooping, stretching, or bending.
  • Individuals must be able to sit and concentrate for extended periods.
  • Will work in a hot climate in an austere desert environment.
