About the role
Under the direction of the Chief Risk Officer, this position is responsible for enhancing and proactively managing the Fair Lending and Fair Banking programs for Bank of Hawaii Corporation. This position is responsible for independently monitoring, directing and enforcing all applicable legal, regulatory and internal compliance policies and procedures. Is also responsible for consulting with business unit managers to ensure compliance management components are established and implemented for appropriate business functions across the company.
- Leads and directs the Fair Lending and Fair Banking Programs including associated data analytics for BOHC and ensures that the company is in compliance with all related laws and regulations. Proactively maintains and modifies the formal compliance programs.
- Ensures compliance management is executed including compliance monitoring processes covering all high risk compliance activities. Ensures that changes to the programs are communicated throughout the company. Directs the quality assurance review process that tests business unit compliance programs for adequacy. Directs the fair lending reviews and associated data reconciliation processes. Shares the results of the quality assurance and fair lending reviews with the Board of Directors and its committees.
- Leads the collection, tracking, and qualification of BOHC community development efforts. Provide oversight of an annual CRA self-evaluation. Shares results with the Board of Directors and its committees.
- Leads efforts on all Fair Lending and Fair Banking audits, fair lending model validations, and regulatory examinations, including advance preparation, coordination of all information between bank departments and examiners during the audit/exam, follow up on findings and development of written responses. Develops and implements strategies for satisfactory or above ratings. Prepares and presents Fair Lending and Fair Banking status information quarterly to executive committees including Managing Committee, Risk Council, Audit Committee and the Board of Directors. Ensures that significant issues are escalated appropriately to the Board of Directors and its committees.
- Ensures the processes for identification of risks and controls are aligned among compliance programs. Conducts an annual risk assessment to determine Bank of Hawaii’s overall level of Fair Lending and Fair Banking risk, the necessary schedule of work for the upcoming year and when appropriate, engages subject matter experts to assist in the quality assurance review (QAR) process. Enhances corporate compliance systems, including risk assessments, monitoring processes and management reporting to ensure consistent application throughout the corporation. Designs and performs risk assessments, QARs and reporting. Coaches and mentors corporate and business units’ compliance teams. Prepares and presents information quarterly to Executive Management, Risk Council, Audit & Risk Committee and the Board of Directors on the status of the programs. Discusses necessary revisions with Executive Management and insures appropriate changes are implemented to mitigate compliance risk.
- Analyzes, summarizes and communicates current regulatory and organizational compliance developments and coordinates efforts to ensure policies, procedures, forms and training meet all requirements and deadlines. Analyzes and communicates compliance requirements for products, services, systems and subsidiaries. Advises business units of necessary changes to compliance programs as a result of change to the bank’s risk profile from internal or external factors. Develops and coordinates procedures that cross interdepartmental functionality to assure an efficient workflow and ensure regulatory compliance. Assists in implementing changes to laws and regulations, policies and procedures as well as bank processes. Directs and/or plans, develops, implements and maintains Fair Lending and Fair Banking compliance training programs for employees.
- Responsible for staffing and scheduling, compensation, performance management, training and development, assigning and prioritizing work, coaching and evaluating performance, and corrective/disciplinary action of staff.
- Performs all other miscellaneous responsibilities and duties as assigned.
- Bachelor’s degree preferably in business or related area from an accredited institution, or equivalent business experience.
- At least twelve years in regulatory compliance of banking laws and regulations and/or lending, credit risk, credit management or review. Three to five years supervisory/leadership/management experience.
