About the role

We are seeking a qualified Site Safety and Health Officer (SSHO) to support a full-time Electronic Security System (ESS) upgrade project at Fort Meade, MD. The SSHO will be responsible for implementing, managing, and enforcing site safety and health requirements throughout all phases of installation, testing, cutover, and related field activities. This role is critical to ensuring project execution remains compliant with contract requirements, applicable federal safety standards, and site-specific safety procedures. Candidate may be required to travel to support projects outside of DMV area prior to the start of on-site installation activities in Fall 2026.

As a Site Safety and Health Officer, you will:

 

  • Serve as the designated on-site safety representative and primary point of contact for safety matters, coordinating closely with project management, field supervisors, subcontractors, and Government representatives.
  • Administer and enforce compliance with the project Accident Prevention Plan (APP), Activity Hazard Analyses (AHAs), and other site-specific safety requirements
  • Ensure all work is performed in accordance with EM 385-1-1, applicable OSHA requirements, contract requirements, and site safety policies
  • Prepare, maintain, and update required safety documentation, including daily safety oversight records, inspections, briefings, and incident documentation
  • Conduct daily site safety inspections for ongoing ESS installation activities, including work in occupied facilities, telecommunications rooms, equipment rooms, exterior areas, and other active work zones
  • Monitor field activities involving ladders, lifts, hand and power tools, electrical work, low-voltage systems installation, pathway/conduit work, and other construction-related tasks
  • Review and validate AHAs for definable features of work prior to start of activities
  • Conduct safety orientations, toolbox talks, and pre-task safety meetings for employees and subcontractors
  • Identify, document, and correct hazardous conditions or unsafe acts; stop work when imminent danger conditions exist
  • Coordinate with project leadership to ensure corrective actions are implemented promptly and effectively
  • Interface with Government safety personnel, USACE representatives, facility personnel, and subcontractors on all safety-related matters
  • Support incident response, reporting, root cause review, and corrective action implementation if accidents, near misses, or injuries occur
  • Maintain site safety records and ensure required postings, permits, and training records are current and available
  • Verify that all personnel on site have appropriate qualifications, training, certifications, and required personal protective equipment (PPE)
  • Participate in project planning meetings to provide safety input for phased installation, hot cutovers, access restrictions, and work in secure/occupied environments

Required Qualifications:

  • Demonstrated safety experience on federal construction, low-voltage, security, or infrastructure projects
  • Ability to develop, review, and enforce APPs, AHAs, and other project safety documentation
  • Experience conducting site safety inspections, documenting deficiencies, and implementing corrective actions
  • Strong communication skills and ability to coordinate with project teams, subcontractors, and Government personnel
  • Working knowledge of USACE EM 385-1-1 safety requirements 
  • Current OSHA 30-Hour Construction Safety training certificate
  • Current First Aid/CPR/AED certification
  • Ability to work full-time on site at Fort Meade, MD
  • Ability to walk project
