Job Description

The Oklahoma Medical Marijuana Authority (OMMA) is seeking a full-time Director of Business Licensing. This position is exempt from the provisions of the Civil Service and Human Capital Modernization Act, located in Oklahoma City, OK.  OMMA offers a comprehensive benefits packet, including a generous benefit allowance to offset the cost of insurance premiums for employees and their eligible dependents. The annual salary for this position is based on education and experience.

Position Summary 

The Director of Business Licensing is responsible for overseeing the daily operations of the business licensing division of OMMA to include licensing staff, processes, and procedures. The Director will provide direction to ensure efficient and effective processes for all OMMA commercial applications to be processed within mandated timeframes. This position is also responsible for collaboration through technical issues working closely with Executive Leadership on departmental initiatives.  

Position Responsibilities /Essential Functions 

• Proactively outlines implementation of new procedures due to upcoming legislative or rule changes. 

• Collaborates closely with the General Counsel’s Office on business licensing matters, seeking proactive advice and discussing licensing matters with the legal team regularly; testifies in court as needed under the guidance of the General Counsel’s Office. 

• Analyzes QA data partnering with the Organizational Learning & Development department to ensure that licensing staff is properly trained. 

• Assesses team goals to ensure alignment with the agency mission and all statutory requirements; establishes KPIs for all team members, tracks metrics, and identifies areas for output improvement.  

• Works closely with the enforcement & investigations team to assist with ongoing investigations; always maintains strict confidentiality standards. 

• Builds sustainable Standard Operating Procedures for the team based on identified areas for process improvement.
