The Columbia Program Office is a mission-focused business unit responsible for leading cross-functional program execution and strategic growth initiatives in support of complex customer requirements. The team integrates business development, program management, finance, contracts, and operational stakeholders to deliver high-impact solutions, manage program performance, and ensure disciplined governance across planning, execution, and reporting. The Columbia Program Office also supports market and customer analysis, partner coordination, and the development of scalable processes that improve delivery outcomes, strengthen customer relationships, and enable long-term growth.
The Senior Business Development Lead is responsible for conducting complex market analysis, monitoring competitive activity, and identifying customer needs to shape growth strategy and execute high-impact business opportunities. This role provides leadership across the full business development lifecycle—including opportunity qualification, capture strategy, transaction due diligence, financial modeling, and executive-level approvals—while building strong internal and external relationships.
Description of Job Duties/Responsibilities:
- This position requires office presence a minimum of 5 days per week and is only located in the location(s) posted. No relocation is offered.
- Conduct complex market analysis, monitor competitive activity, and identify evolving customer needs to inform strategy and pipeline priorities.
- Provide leadership in planning, designing, performing due diligence for, and implementing strategic business objectives, including potential and/or executed transactions (e.g., acquisitions, joint ventures, strategic partnerships).
- Develop and maintain relationships across internal stakeholders, partners, and relevant government officials.
- Analyze market conditions, regulatory environment, competitive dynamics, strategic/business plans, and existing business and technical operations to identify risks and opportunities.
- Collaborate with and support legal, accounting, and other business functions in inspection/review activities for acquisitions, partnerships, or joint ventures.
- Build financial models to assess economic value, ROI, and risks for prospective opportunities and transactions.
- Formulate business forecasts and scenario analyses, incorporating market trends and financial performance indicators.
- Participate in negotiations of principal terms and conditions for transactions, including teaming arrangements and partnership structures.
- Create executive-ready presentation materials for internal approvals, including summaries of market rationale, investment thesis, financial impacts, and key risks/mitigations.
- Work on issues of broad scope where judgment and analysis of market trends, financial conditions, and strategic priorities are required.

Required Qualifications:
- Broad business development expertise across: opportunity qualification, capture strategy, pricing strategy, proposal development, customer contact plans, customer relationship development, industry relationship development, and participation in industry BD forums.
- Demonstrated experience leading or supporting large captures (>$100M).
- Experience negotiating teaming agreements and supporting complex deal structures.
- Strong analytical skills, including market analysis, competitive assessment, and financial modeling.
- Strong communication skills with the ability to influence stakeholders and present to senior executives.
- Prior business development experience in the Intelligence Community market.
- Education: Bachelor’s degree plus 10+ years of relevant experience required; advanced degree preferred.
Preferred Qualifications:
- Experience operating in highly regulated environments and supporting compliance-driven business models.
- Familiarity with government contracting acquisition processes and partner ecosystems.
