This position will provide senior level business system analysis, support, and quality assurance for the Office of Technology and Compliance (OTC), in support of the CSHCS program area within ISDH.

Candidates must be currently located in Indiana.

This position will provide senior level business system analysis, support, and quality assurance for the Office of Technology and Compliance (OTC), in support of the CSHCS program area within ISDH. This position will provide senior level business system analysis, support, and quality assurance for the system’s functional and technical understanding functional requirements and testing.

Requirements

Essential Duties/Responsibilities:
• Facilitate communication between the CSHCS program area and the technical OTC staff.
• Perform troubleshooting on IT system issues.
• Identify opportunities for effectively satisfying agency information needs through automation.
• Ensure government-mandated policy changes and additions are implemented.
• Participate in requirements gathering sessions with program and IT personnel.
• Formulate and define system requirements, scope, and objectives.
• Provide support to the development team for business requirement issues.
• Create test plans, test cases, and scripts and conduct user-acceptance testing of the system.
• Document software defects and participate in defect disposition meetings.
• Provide documentation for new or modified information systems, including operational procedures and manuals, edit/audits, mapping guides, and companion guides.
• Provide change request (enhancement management).
• Maintain up-to-date knowledge of information technology "best practices" and procedures.
• Perform other related duties as assigned.

Skills - Required

• Business Analyst or related experience. (10 yrs of exp)
• Bachelor’s Degree in Computer Science or related fields with IT experience.
• Ability to analyze and document complex business processes.
• Extensive experience with software development lifecycle.
• Knowledge of SQL and database concepts (Oracle preferred).
• Extensive troubleshooting skills

Skills - Desired

• Extensive knowledge of health-related policies, standards, and procedures.
• Extensive experience developing and executing test plans and scripts.
