Position Overview

 

This position is accountable for the district’s payroll function and benefits program. The incumbent will provide support services to personnel and management in the areas of policy and procedure, applications, organization, staffing, salary administration, and other areas of employee services.

Essential Functions

  • Directs the overall payroll function and benefits programs and ensures proper maintenance of employee files.
  • Serves as district’s Retirement and FMLA Coordinator.
  • Processes all employee transactions and Maternity/Paternity paperwork.
  • Coordinates candidates for the district’s temporary employment programs to augment the district’s full-time permanent employees.
  • Maintains organizational charts, related job descriptions and performance evaluations for all district employees.
  • Prepares reports and special projects in compliance with administrative directives.
  • Supervises the computerized attendance system, monitors attendance, and recommends appropriate action.
  • Trains, motivates, and evaluates staff.
  • Performs other duties as assigned.

Minimum Qualifications

  • Completion of a bachelor's degree majoring in Business Administration, Human Resources Management, economics, public finance, Communications, Organizational Leadership, OR completion of two years of college PLUS two years of experience in business, human resources, economics, public finance or public administration, or a combination thereof OR six years of experience in business, human resources, economics, public finance or public administration or a combination thereof.
     

Preferred Qualifications

  • Payroll/group insurance experience.
  • Strong oral and written communications skills.
  • Ability to maintain harmonious relationships with employees, agency officials and the public.
