Job Summary:

Responsible for the administration and implementation of Department of Transportation (DOT) and Regulatory Compliance programs and process improvement initiatives within PG&E. Acts as the internal/external point of contact for answering and responding to DOT and regulatory compliance inquiries and questions, including drug/alcohol testing, transportation and safety compliance, and environmental compliance. Establishes and monitors internal controls related to DOT, Federal Motor Carrier Safety Administration (FMCSA), Federal Aviation Administration (FAA), Pipeline and Hazardous Materials Safety Administration (PHMSA), and California Code of Regulations (CCR). Provides guidance, training, and services to PG&E’s lines of business (LOB). Ensures confidentiality and security of all drug and alcohol testing records are retained and transmitted.

 

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. This job is also eligible to participate in PG&E’s discretionary incentive compensation programs. 

 

A reasonable salary range is:​

 

California Minimum: $128,000

California Maximum: $218,000

 

This position is hybrid, working from your remote office and based on business needs.

 

Job Description:

• Is the DOTRC department owner to ensure the organization is meeting the Compliance

• Serves as the company subject matter expert to CAL-OSHA crane including HAZMAT to ensure safety compliance.

• Provides coaching, mentoring, direction, training, guidance, and instruction to all lower level DOTRC positions.

• Serves as an expert witness for DOT issues including preparation of testimony, discovery, and work papers on less complex issues.

• Collaborates at the officer level with executive leaders, other LOBs leadership, and business partners to work on issues, projects or activities as it relates to the DOT regulations.

• Is the Company owner for the unique and complex DOT regulations interpretation having broad companywide impact that require in depth analysis and judgment to obtain results, compliance and solutions for all LOB’s.

• Review failure data, perform trend analysis, and make strategic recommendations to improve system performance applying broad company and industry knowledge.

• Ensure cross functional understanding of PHMSA, FMCSA and FAA regulations as it applies to all LOB’s daily compliance of the regulations under Title 49.

• Act as the Company Liaison with regulators within the PHMSA, FMCSA and FAA as it applies to the company work practices and procedures.

• Assist Leadership with Key department initiatives for the applicability of the PHMSA, FMCSA and FAA regulations and the interpretation of the regulations as it applies to the company.

• Works with executive leadership to support strategic planning and decision making with DOT regulations

Qualifications:

Minimum:

• High school diploma or GED

• Ten (10) years of related experience

Desired:

• Twelve (12) years of related experience

• Performs analysis on the most complex data models that have cross- functional impact.

• Solves unique and complex problems, anticipating issues and developing innovative solutions. Presents findings and recommendations to senior/officer leaders to gain agreement/alignment.

• Ability to develop highly complex data systems that have wide ranging impact and application across multiple departments and LOB’s

• Possesses unique subject matter expertise in what-if modeling analysis, concepts, methods and techniques and recommends how different factors impact business outcomes

Creative and strategic problems solving skills to develop new, innovative solutions with strong analytical and writing skills to create compelling business cases based on complex business environments and inputs

• Strong Leadership in providing direction, delegating, and removing obstacles to get work done timely and accurate

• Strong competency in developing and delivering executive communications that convey a clear understanding of the unique
