WHO WE ARE LOOKING FOR: The Fors Marsh Program Evaluation and Policy Analysis (PEPA) practice is seeking a Climate Resilience Evaluation Lead to lead program and policy research in areas related to mitigation and climate resilience for a large team providing support to a FEMA client and facilitating meaning progress on agency mission and objectives. Specifically, this position will and serve as the lead for performance management and program evaluation for a suite of federal programs focused on translating knowledge into actionable resilience policies and practices, ensuring that communities have accessible solutions to meet their risk information needs.

*This position is a contingent hire, meaning it is contingent on Fors Marsh winning an upcoming proposal. The interview process will be the same as our standard process, the offer letter (should we decide to move forward) will serve as a letter of commitment.

Responsibilities include:

• Leading the program evaluation and assessment efforts for a large program management contract with a division inside of FEMA’s Resilience Office.

• Building and implementing a division-wide performance management and reporting structure, including scorecards, program reviews and Government Performance and Reporting Act (GPRA) metric submissions.

• Development of program logic models and other products to drive more effective and targeted programming across the country.

• Managing and coordinating across a small team of researchers.

• Being available for on-site support in Washington, DC.

• Providing federal client account management to understand needs, manage expectations, and build long-term relationships.

• Managing and conducting quality control to ensure accuracy of technical reports and other products.

• Working as part of a team on a day-to-day basis in a fast-paced environment.

Qualifications:

• Graduate degree in Economics, Public Policy, Political Science, Sociology, Statistics or other social science field.

• A minimum of 10 years of experience contributing to and leading evaluation research projects for clients.

• Experience working with FEMA clients, particularly offices focused on mitigation and risk management.

• Project Management Professional, or PMP, preferred.

• Knowledge of FEMA’s mitigation programs, including those related to risk mapping, assessment, planning, dam safety, levee safety, etc.

• Ability to apply tools like data analytics, data visualization, and performance measurement to help clients answer priority questions.

• Ready to be client-facing at all times, and focused on providing stellar customer service.

• Very organized, with attention to detail.

• Strategic thinker; ready to look for points of connection with the client

• Knowledge of Microsoft Office Suite including, PowerPoint, Excel and Word;

• Able to be on-site 1-2 days/week at a client office, if requested.

• Able to work and maintain composure in a fast paced, high pressure environment;

• Able to handle multiple tasks at one time;

• Able to think strategically and creatively; and

• Able to propose solutions to identified challenges

• Must be a U.S. Citizen and consent to a full background check due to our federal contract requirements.
