Description

POSITION DESCRIPTION

Ensures that commercial-grade items and services meet nuclear safety requirements through a structured dedication process in accordance with American Society of Mechanical Engineers (ASME), Nuclear Quality Assurance (NQA-1), Quality Assurance Requirements for Nuclear Facility Applications, Subpart 2.14, to provide reasonable assurance that an item or service will successfully perform its intended safety function.

Extensive knowledge of quality and safety requirements for the nuclear industry and general industrial practices. Develop and revise Quality procedures in accordance with DOE and/or NRC requirements, applicable standards (e.g., NQA-1-2019), and government regulations. Works with both Quality, Procurement, Engineering, and Operations Departments to create, revise and approve documents to be used by procurement for the purchase of material and services. Subcontractor shall be responsible for the management and execution of assigned programs/projects in accordance with the requirements of DOE and/or NRC, and the operating policies and principles.

Both Quality and Procurement Engineering play a crucial role in the Commercial Grade Dedication (CGD) process, ensuring that procured items meet the necessary safety and quality standards for nuclear applications. Specific roles include:

  • Technical Evaluation: Procurement engineers assess commercial-grade items to determine their suitability for nuclear safety-related applications. This includes reviewing seismic qualification reports, calculations, and other technical documentation.
  • Identification of Critical Characteristics: They define measurable attributes that must be verified to ensure the item performs its intended safety function.
  • Selection of Acceptance Methods: Procurement engineers establish appropriate verification methods, such as inspections, testing, and supplier audits, to confirm compliance with safety requirements.
  • Failure Modes and Effects Analysis: They analyze potential failure scenarios to ensure the item meets reliability and safety standards.
  • Quality Assurance Compliance: The CGD process follows ASME NQA-1 standards, and procurement engineers ensure that items meet these requirements through documentation and verification.
  • Cost-Effective Procurement: Procurement engineers evaluate alternative items and determine the most efficient and compliant method for acquiring components while minimizing costs.

Their involvement ensures that commercial-grade items can be safely used in nuclear facilities by providing reasonable assurance that they meet the necessary safety functions.

Qualifications

REQUIRED QUALIFICATIONS

Education/Experience:

  • PH.D. degree in Engineering/Science with 5 years of Quality Assurance, Quality Control, or Engineering experience in the fields of Operations, Maintenance, Construction or Industrial Manufacturing
  • MS degree in Engineering/Science with 8 years of Quality Assurance, Quality Control, or Engineering experience in the fields of Operations, Maintenance, Construction or Industrial Manufacturing
  • BS degree in Engineering/Science with 10 years of Quality Assurance, Quality Control, or Engineering experience in the fields of Operations, Maintenance, Construction or Industrial Manufacturing
  • Non-Technical degree with 13 years of Quality Assurance, Quality Control, or Engineering experience in the fields of Operations, Maintenance, Construction or Industrial Manufacturing

Desired Qualifications

  • Candidates who have possessed an active DOE clearance (L or Q) within the past two (2) years are preferred.
  • Current or prior certification as a lead auditor. ASQC-Certified Quality Engineer is desirable.
