Position Overview and Responsibilities:

 ENVIRONMENTAL SPECIALIST III (37021008) 

DRINKING WATER STATE REVOLVING FUND PROGRAM

DIVISION OF WATER RESTORATION ASSISTANCE

 

In addition to working with the Drinking Water State Revolving Fund Program, the Environmental Specialist in this role helps the Water Supply Restoration Funding Program provide safe drinking water to citizens and visitors in Florida. In addition to assisting staff of the State Revolving Funds programs, the position will assist communities with contaminated water gain access to safe drinking water for themselves and their families. The incumbent will be required to work 40-hour work weeks, Monday through Friday, and be present for work between the core hours of 9AM – 3PM on site at your workstation.

 

Compliance with the processing requirements of Chapter 215.422, F.S. is mandatory. Persistent failure to comply with this section by any agency of the state shall constitute good cause for discharge of employees duly found responsible, or predominantly responsible, for failure to comply.

 

This is intermediate-level work. The position is responsible for providing support for the State Revolving Fund project managers to assure compliance with Title VI of the Clean Water Act, Section 1452 of the Safe Drinking Water Act, Chapter 403.1835, F.S., Chapter 403.8532 F.S., and the Small Community Wastewater Grants program authorized under Chapter 403.1835 F.S.

 

Attends and actively participates any pre-bid, preconstruction, construction status update meetings with the loan sponsor and their technical services team and contractors, as appropriate, to notify sponsors and their contractors of DWSRF and CWSRF requirements.

 

Conducts and completes interim construction inspections for Drinking Water State Revolving Fund (DWSRF) and Clean Water State Revolving Fund (CWSRF) projects and prepares the interim inspection checklist and required documentation such as American Iron & Steel (AIS) certification and Davis-Bacon certified payrolls and interview as well as any inspection photos for review by the project manager and uploading to Oculus. Travel overnight as required to perform job duties.

 

Conducts and completes final administrative close-out inspections for DWSRF and CWSRF projects and prepares the final close-out inspection checklist and required documentation including photos and release of liens for review by the project manager and uploading to Oculus.

 

Responsible for the reviews of drinking water, wastewater, and stormwater facility planning documents, including sewer system evaluation surveys, sanitary surveys, requests for inclusions, and site-specific studies, prepared by other professional engineers. The review of these documents includes ensuring the scope of the document is eligible and appropriate. Also, coordinates the interdisciplinary reviews by experts (clearinghouse review) representing Department and other governmental agencies. Reviews directly or coordinates with engineering staff reviews of plans and specifications and their conformity with facilities planning documentation. Manages or oversees the management of the construction phase of the projects. Responsibilities include reviews of disbursement requests for eligibility and accuracy, reviews of change orders for eligibility, and conducting interim and final construction inspections to ensure the construction is in accordance with the accepted plans and specifications.
