DSFederal Inc, is seeking an experienced Senior Program Manager to oversee and support the Department of Defense small business administration and Rapid Innovation Fund programs. This role is critical in providing expert program management, program analysis, administrative and technical support to the Program Management Offices in executing these programs effectively. The Senior Program Manager will serve as the primary liaison between stakeholders, ensuring seamless program operations, compliance with federal acquisition regulations, and strategic program alignment.This role requires extensive experience in managing defense acquisition programs, familiarity with SBIR/STTR program policies, and strong leadership skills to oversee cross-functional teams. The ideal candidate will possess in-depth knowledge of federal contracting, DoD acquisition processes, financial management, and technology transition strategies. The Senior Program Manager will also act as the overall lead, manager, and administrator for the program, directing efforts of cross-competency teams, overseeing personnel, and ensuring successful project execution across multiple locations. This is a Contingent Position
Job Duties/Responsibilities:
- Lead, manage, and administrate program operations, ensuring alignment with the program’s strategic objectives and compliance with project requirements, schedule, and budget.
- Act as the primary interface and point of contact with government program authorities and representatives on technical and program/project issues.
- Identify and mitigate technical and programmatic risks, ensuring that program milestones are met efficiently.
- Manage customer expectations and maintain relationships with federal agencies, contractors, and key stakeholders.
- Provide regular reporting to stakeholders on program status and milestones, and monitor key performance indicators.
- Oversees program/project operations by developing procedures, planning and directing execution of the technical, programming, maintenance and administrative support effort and monitoring and reporting progress
- Manage the acquisition and employment of program/project resources and control financial and administrative aspects of the program/project with respect to the client's requirements.
- Implement performance tracking and process improvements to enhance monitoring effectiveness.
- Provide guidance, direction, and supervision to cross-functional teams.
- Ensure effective technical execution of projects by leveraging expertise in hardware and software systems, configuration management, rigorous test and evaluation methodologies, systems integration, and systems supportability strategies
Experience Required:
- Over 10 years of experience performing work related to program management.
- Minimum of 10 years of professional experience in Defense acquisition, with a minimum of 3 years supporting Navy acquisition programs within the last 6 years.
- Minimum of 3 years of supervisory experience, managing teams and providing technical and administrative oversight.
- Experience managing different phases of Naval acquisition policies and procedures, including Planning, Programming, Budgeting, Execution, and contracting procedures.
- Demonstrated ability to initiate and maintain technical direction within broad program objectives related to Navy platforms/systems, hardware and software, configuration control, test and evaluation, and systems integration.
- Demonstrated knowledge of and experience with the requirements of the DoD 5000 series.
- Experience leading cross-functional teams and managing contract resources effectively.
- Excellent communication, collaboration, team building, and relationship management skills
- Demonstrated ability to effectively provide guidance, direction, and supervision in all areas of contracted effort such as program management, systems engineering, major system acquisitions, and financial management.
Education Required:
- MA/MS degree in a business or technical discipline is required.
- Bachelor’s degree plus four (4) additional years of relevant experience may be substituted for a Master’s degree.
Certifications Required:
- Project Management Professional (PMP)
- Certifications Preferred:
- Certified Scrum Master (CSM) or SAFe Agilist
- ITIL Certification
- DAWIA Level III in Program Management or Acquisition
