About the role

Responsibilities

The Senior Resource Analyst performs budget planning and creates associated future year budget strategies based on client needs. Responsibilities of this position as part of the client resource team include: administering spend plans and preparing resource and fiscal forecasts based on historical data as well as project engineer and manager provided cost estimates; assisting with compiling and reviewing client spend plan execution using actual performance, previous budget figures, estimated revenue, expense reports, and other data sources to provide sound financial administration. Assists the client resource team with monitoring client implementation of financial policies, and preparing regular and special purpose reports, maintaining historical records, analyzes trends, tracking performance against schedule, establishing cost rates and personnel forecasts consistent with requirements, recommending and interpreting client budgetary policies and procedures, preparing comparative evaluation of actual costs against budgeted funds, and determining rationale for variances between costs and spend plan. Analyzes client provided resource, budget, and accounting reports for the purpose of maintaining expenditure controls to include preparing regular and special budget reports, and proactively identifying and documenting adverse variances to provide actionable guidance and technical assistance to both senior managers as well as project managers within the client organization. Core enabling responsibilities include:

  • Providing Resource and Portfolio Management support to a highly-integrated, established center within the client and higher headquarters organization
  • Establishing and implementing resource management processes and metrics
  • Generating innovative ideas and approaches to support financial goals
  • Providing inputs and developing content for Executive level briefings and dashboards
  • Organizing and visualizing complex financial information to effectively “tell a story”

Qualifications

Required Qualifications:

  • Active TS/SCI clearance with Polygraph level clearance.
  • BA/BS and 12+ years of overall experience or Masters and 10 years; additional experience may be considered in lieu of a degree.10+ years resource management, budget, planning, and execution experience; 3+ years program/project portfolio management experience.
  • Direct experience managing large (multimillion dollar) budgets in the client organization.
  • Hands-on experience with client financial systems (e.g., BASIS, etc.).
  • Ability to organize information, establish, and implement resource management processes.
  • Ability to work collaboratively with a broad range of stakeholders across client and external stakeholder organizational boundaries to accomplish mission goals.
  • Strong MS Office skills, including Powerpoint, Word, and Excel.

Desired Qualifications:

  • Masters degree in a related field
  • CPA
  • Experience in large-scale organizational transitions and stand-ups
  • Tableau (data visualization/business intelligence application)

Target Salary Range

$146,000 - $234,000. This represents the typical salary range for this position based on experience and other factors.
