Description
This position exists to provide leadership to the staff of the HealthNet School-Based Clinics, School Nurses and Family Planning Resource at People's Health Center. The incumbent collaborates with the Medical Director(s) of these programs in developing patient care guidelines, policies and procedures specific to each service and is responsible for the daily clinical operations at the assigned sites. The incumbent acts as a liaison to the school systems and communities in which the health services are located and is an active participant in collaborative planning for these services. The goal of the services is to increase the quality of health status of the participants in these programs as well as to introduce these families to the HealthNet Centers in the community.
Essential Functions
Planning:
- Contributes towards successful implementation of annual operating plan and assists with financial analysis and formulation of recommendations to achieve plan objectives.
Personnel Management:
- Effectively manages assigned staff in a manner consistent with organizational policies and values.
- Maintains an employee feedback process through Contribution Management to enhance work processes and employee understanding.
Financial Management:
- Participates with the HealthNet CFO and the grantors in the development of the annual budget for the programs.
- Demonstrates fiscal accountability.
- Monitors and enhances the health services effectiveness, efficiency, staff productivity and customer satisfaction.
- Seeks and recommends opportunities for cost containment.
Leadership:
- Is accountable for strategic planning, program development, and overall operational administration for designated health services.
- Provides direct supervision to nurses, nurse practitioners and support staff in the program areas.
- Works closely with the Medical Director(s) to develop and implement patient care policies and procedures.
- Serves as the representative at conferences, committee meetings, and to the media regarding program initiatives.
Continuous Quality Improvement:
- Ensures quality of services through the development, implementation and documentation of a quality monitoring system and/or program evaluation reflected through key indicators.
- Assures accomplishment of program goals. Assumes a leadership role in quality improvement activities in the department.
- Obtains and reviews outcome and benchmarking data for opportunities for improvement.
- Collaborates with the Quality Management department in overseeing information management related to clinical outcomes and work processes.
- Develops new programs as indicated.
Accreditation:
- Ensure compliance with all applicable laws, statues and regulatory organization standards.
- Participates in the development and revision of organizational policies and procedures.
Communication:
- Responsible for maintaining a communication system that interfaces with the other HealthNet departments to ensure total quality patient care.
- Develops and maintains working relationships with schools, churches and other community organizations.
- Apply a minimum of one health literacy method when communicating with patients/clients.
Program Development:
- Participates with the HealthNet Senior Management Team and other organizations in developing and implementing alternative care delivery systems, appointment scheduling systems and other comprehensive patient care services.
- Promotes services in the community.
- Researches and analyzes issues, policies and legislation related to the program.
- Prepares/assists the Grants Management department in developing grant proposals for new or expanded services and to assure ongoing funding for the programs.
HealthNet Accountabilities:
- Attends meetings and is actively involved with the local Community Board.
- Plans and participates in outreach activities.
- Participates with senior management in the planning and construction of Health Center renovation and expansion.
- Represents HealthNet with outside business partners to enhance HealthNet’s service capacity.
