POSITION OVERVIEW
Serve as primary Subject Matter and Technical Expert for Military Construction (MILCON)_projects for United States Space Command (USSPACECOM). Serve as a customer representative and technical expert to lead and manage the MILCON process by liaising with the United States Corps of Engineers (USACE), the Air Force Civil Engineer Center (AFCEC), USSPACECOM Joint directorates, functional components, and service components. Assist with the design and construction of USSPACECOM and component MILCON requirements, planning, scheduling, engineering analysis, and inputs to the Project Management Plan (PMP). Provide technical recommendations regarding design and construction to enable C4(T systems integration. Provide the full spectrum of construction, engineering, and program and project management services including planning and requirements gathering, coordination with customers, Command, Control, Communication, and Information Technology (C4IT) providers, and construction agents In-depth knowledge of USACE processes highly desired.
Secondarily, manage minor construction and renovation projects at USSPACECOM locations. Develop requirements documents, engage with customers, C4IT, and construction agents. Provide status updates to leadership.
JOB RESPONSIBILITIES:
- Deliver presentations on program status, accomplishments, problems, and requirements for support, and promotion of program objectives to military officers and civilians in other mission-centric offices of the Command, agencies, and Services
- Support meetings with executives of other Federal, state, and local agencies
- Advise and assist with facility construction planning and management tasks coordinating internally and across other USSACECOM Directorates and external mission partners
- Support planning, scheduling, and execution of facility construction and mission equipment integration inspections and certifications. Act as a liaison between J4X and the Government construction managers (e.g., U.S. Army Corp of Engineers, or others), mission operations entities, plus internal and external stakeholders to ensure mission requirements are addressed in all phases of facility project design, construction, and mission equipment integration
- Support the development of Statements of Work (SOW), design reviews, construction, and transition plans for projects at Peterson and Schriever Space Force Bases (SFB).
- Serves as a trusted senior engineering advisor for all construction projects within the local command
- Identify and effect changes that improve building performance and save money
- Serve as the J4 engineer expert for the planning of the USSC HQ MILCON bed down
- Serve as PM for construction and renovation projects either through completion or turned over to new PMs as the engineering group expands
- Control/review taskers utilizing the Task Management Tool (TMT) on both Non-Classified Internet Protocol Router Network (NIPRnet) and Secure Internet Protocol Router (SIPRnet)I
- Review products ensuring content is in accordance with government rules, regulations, and/or instructions
- Ensure that all documents meet their required purpose. Ensure that urgent matters are highlighted to the staff at the division/chief or designee level promptly.
- Collaborate with USSC customers, and construction and IT execution agents to determine project requirements and specifications.
- Develop requirements document for each project, including capability analysis and selection
- Develop Course of Action briefings for senior leaders during project planning
- Develop execution schedule, track against the baseline, and identify execution issues
- Coordinate with IT, contracting officer, and contractor to identify issues and solve problems
- Coordinate with Resource Manager to meet USSC-driven spend plan
- Develop annual spend plan for individual facilities
- Communicate special requirements to contractors
- Support recurring progress updates to senior leaders and track scope, schedule, and cost changes
