Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A four months special short-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.
*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 16767 (JOD) yearly.
Introduction
The BMZ (through KfW)-funded Employment Intensive Investment Program (EIIP) in Jordan started in 2016 with the objective of providing employment to Syrian refugees and host Jordanian communities. Since then, the project has expanded its focus from employment creation to the construction and maintenance of public infrastructure and the skills development of beneficiaries to improve their employability in the Jordanian labour market, while continuing the local economic benefits of large-scale employment following the principles of decent work.
The programme in its sixth phase under Outcome 2 ‘Improved perspectives for longer term employment and income of Syrian refugees and vulnerable Jordanians’ will implement activities related to skills development (vocational training, work-based learning etc.) and entrepreneurship training.
Reporting lines:
Under the overall supervision of the Chief Technical Advisor (CTA) EIIP Programme Jordan and in close coordination with the Monitoring and Evaluation Officer in Amman, the incumbent will oversee the tasks completed by the Data Entry Clerk and will perform the following tasks:
Description of Duties
1. Identify the forms that need to be entered into the Data Collection Software or Access Database, as per the project requirement. Enter the monitoring relevant information into the Online System or the Access Database.
2. Ensure accuracy of entered data and comparing with the existing filing system.
3. Supervise the data entry clerk in the project and combine the reports.
4. Initiate, process, review and follow up on data management actions, including verifying that information and documentation are following applicable standards.
5. Undertake quality control of outgoing documents for accuracy of information and compliance with applicable standards.
6. Support the M&E Officer in creating monthly reports, progress reports and annual reports.
7. Follow up on the monthly wages cycle for the cash for work workers that starts with checking muster payrolls, verifying and uploading on the database.
8. Provide reports on any documents that are not submitted timely or inconsistent to the requirements.

9. Ensure digital databases and archives are protected from security breaches and data losses.
10. Responsible for good maintenance of project files and records related to the workers, muster payrolls, contracts, worker registration sheets.
