The Director of Technical Services leads and supports a growing portfolio of ongoing initiatives within the Center of Digital and Data Excellence (CoDE) at PATH, focusing on digital and data technical services. Successful candidates will have proven technical knowledge and practical experience in the design and/or application in multiple LMIC-contexts in areas including:

  • Solution engineering and architecture utilizing digital health software tools in markets with various maturities.  
  • Global health information standards, policies, guidelines, and compliance.
  • Data standards and related services, from collection to privacy to visualization, monitoring, and management.
  • Governance, architecture, products, and compliance.
  • Strengthening local technical capacity for LMIC stakeholders, expanding the ownership and leadership of interoperable ecosystems of choice in LMICs, where stakeholders have increased their understanding of and decision-making around technology architectural trade-offs.
  • Expanding the ownership and leadership of interoperable ecologies of choice in LMICs.
  • Security best practices from the developer perspective as well as from an implementation perspective to ensure safe and secure development, deployment, and operation of digital health platforms.
  • Understanding of emerging applications of Artificial Intelligence in digital health, especially in the context of LMICs (e.g., leveraging Machine Learning, Generative AI, Large Language Models, Natural Language Processing, Neural Networks, etc.).

They have proven experience in fostering and leading virtual and geographically diverse teams working on a complex portfolio of digital and data health activities. They foster harmonization of interoperability architectures in support of communication with and between digital systems, incubate and build a data services portfolio and team, and champion technology and data standards to improve health system performance. This is done both directly within PATH projects as well as an advocate with ministries of health, global donors, and implementation partners.

The Director of Technical Services is a member of the Leadership Team (LT) of the Center for Digital and Data Excellence and will report to the Director of the Center. They collaborate and partner closely with other LT members on building and realizing a strong pipeline of funding opportunities, as well as ensuring quality execution of awarded work.

The Director of Technical Services is the lead relationship manager and business driver of PATH’s digital technology and data services collaborations and opportunities, overseeing and cultivating a technical portfolio of cross-cutting work related to the topics outlined above. They have a team, including deputy directors, to play critical roles in executing work in the technical services portfolio as well as in partnership with global awards, and other health and technical programs and country offices at PATH.

Responsibilities:

Strategic Leadership – 25%

  • Contribute to the development of the next strategic vision (2024-2029) for PATH’s Centre of Data and Digital Excellence.
  • Provide strategic leadership on the technical strategy for digital health implementation across CoDE by partnering with the CoDE’s flagship digital health program Digital Square and CDC HIT TAP program, and by providing technical guidance and strategy leadership to the other mechanisms (UNICEF PCA, WHO LTA, etc.).

Program Management – 30%

  • Lead the CoDE technical services portfolio of work, and in partnership with:
    • Deputy Directors to develop a relevant vision, resource mobilization strategy, execution of funded work, and support people management as necessary.
    • The Director of Implementation to ensure that the technical approach is adapted to the context while adhering to the global technical recommendations and best practices to ensure a sustainable and localized solution to address the requirements.
