Position Specific Summary

The Senior Real Estate Specialist position at the City of Tucson’s Department of Transportation & Mobility negotiates the acquisition, sale, lease, disposition and management of real property for the City of Tucson, directly with stakeholders within the Real Estate Division.

Work is performed under the supervision of the Real Estate Supervisors. This position leads and instructs the daily operational work of Property Agent personnel.

Duties and Responsibilities

  • Performs semi-complex components of dispositions and property management including commercial and non-profit leases. Manages property management projects from start to finish for review, tracking, accepting, and approving services rendered by real estate consultants and recommending payments of associated invoices. Plans and reviews property rights to determine project impacts. Manages real property acquired by the City to include clearance, security, rental, leasing, caretaker arrangements and recommending fair rental/fees for continuing occupancy. Identifies and recommends the acquisition or disposal of City properties. 

  • Contacts and meets with property owners or their representatives, inspects properties and conducts negotiations, including the more complex acquisitions necessary to acquire real property/property rights to be used, acquired, sold or lease for City purposes and to assure fair and reasonable compensation to owners in compliance with City planning and development dedication requirements. Determines property owners’ eligibility for relocation payments, calculates payment amounts, completes required forms, and assists property owners and/or occupants in the relocation process. Assist all affected parties in arranging the legal conveyance of property and property rights to or from the City. 

  • Performs all tasks relating to trust, deeds, leases, easements, mapping, surveying, legal descriptions, data management, document recording, planning land use, zoning and project management. Prepares legal instruments for the conveyance of real property and property rightsDocuments all activities by creation and maintenance of required files, correspondence, activity logs, reports and legal documents, both manually and in computer-based systems. Researches, prepares and submits required reports to department, City, state and federal offices and agencies. 

  • Assists the supervisor to research inquiries and complaints on complex real estate and title issues and accurately present the results. Trains and mentors' property agents. Reviews final documents for completeness and accuracy. 

  • Assists in the creation of bid-packages and supports management including work on special projects. Drafts semi-complex public meeting communications, prepares supporting documentation, presentations and attends the same upon request. Coordinates court proceedings with City Attorney’s Office. 

  • Performs other duties and tasks as assigned.

Working Conditions

Mostly office environment.

MINIMUM REQUIRED QUALIFICATIONS:

Education:

Associate degree

Work Experience:

Four (4) years of directly related experience

License:

Any combination of relevant education and experience
