Location:

Location for the Global Head of Capital Efficiency and Project Development is flexible, including hybrid working arrangements within the US.  Preferred location is Allentown, PA.

 

Your Role:

As the Global Head of Capital Efficiency and Project Development within the Electronics Engineering group, you will provide strategic vision and leadership to a global team focused on the front-end development of capital projects starting from idea scoping through basic design and engineering and project approval for execution.  Projects in the Capital portfolio range from production expansion, equipment installation, and greenfield plant construction.  Each project requires careful and attentive consideration for business case, project execution model, process scope development, cost and schedule estimating, project planning, hazard reviews, and design through basic engineering resulting in +/-10% cost estimate ready for project approval.  You will work closely with engineering, business, procurement, controlling, and operations colleagues to ensure alignment of the long-term project portfolio and capital cash flow forecast to meet strategic business growth goals.

 

To succeed in this role, you will need to leverage your leadership and communication skills to collaborate with global and cross-functional teams and manage interactions between your team and key stakeholders.  Since a major determinant of project success is optimally leveraging internal and external resources, you will also need to continuously support assessment of capabilities of project managers, engineers, suppliers, and contractors.  Prioritization and resource management are vital to sufficiently staffing the broad range of projects and ultimately achieving the time-sensitive and cost-efficient capacity targets required by the Electronics Business Units.

 

Key Responsibilities:

  • Create a project development team with capabilities to develop projects from initial scoping through basic design and engineering to prepare projects for approval and execution.  Align with the business early on scope and target cost based on early-stage design.  Work closely with the Regional Engineering execution teams to ensure seamless handoffs of projects after approval.
  • Analyze options and choose the optimal project execution model for large projects working with engineering, business, and procurement colleagues.  Identify the impacts of project execution models on required project resources, project cost and schedule.  Work closely with procurement and project execution teams to define contractor landscape and identify the most cost-effective project execution approach while still maintaining safety and quality ensuring that proper due diligence has been applied to the selection of all suppliers and EPC contractors.
  • Work with procurement to develop “should cost” models during project development.
  • Work with procurement to identify global opportunities in the project portfolio for leveraging similar suppliers across multiple projects and create potential for savings from bulk purchasing.
  • Work with Procurement and the Project Manager to develop the procurement strategy and develop bidder lists, bid packages and complete Commercial Bid Evaluations and Technical Bid Evaluations.
  • Support the preparation, development and management of the comprehensive Capital project portfolio budget and schedule.  Provide early phase project cost estimates based on preliminary scoping and design to include in the 5-year capital plan.
