What You Can Expect
Our Labor Compliance Analyst II is a key contributor in the monitoring and auditing of our labor compliance requirements. This employee will work with ENGIE Project Teams, Contractors and Subs to ensure labor standards are met in a variety of compliance programs, including provisions of the California Labor Code, Awarding Body requirements, California Department of Industrial Relations regulations, Skilled and Trained Workforce (STW), Davis Bacon requirements, and Inflation Reduction Act (IRA) binding on ENGIE and individual projects.
Every day, you will work on audits of certified payroll and supporting documentation, ensuring that documents are submitted correctly and on time. You will be auditing actual payrolls, ensuring that prevailing wage and apprentice to journey worker ratios are being met. You will provide updates to the Project Management Teams on submittals and concerns answering both ENGIE and Subcontractor questions. You will be a daily resource for subcontractor, payroll and project leadership. A primary goal will be to establish and maintain an audit schedule that is scalable and consistent. You will ensure all timelines for California and federally funded projects are met, and that hot button issues are triaged effectively, and that audits and compliance materials are completed prior to project close. State prevailing wage outside of California may need to be learned to ensure labor compliance.
- Assembling project specific prevailing wage rates to be posted on job sites
- Attendance of (virtual) project kick-off meetings and pre-job conferences with subcontractors to present labor compliance requirements and STW or IRA requirements
- Verification of submission of certified payroll and apprenticeship forms and reports (including Training Fund Contributions)
- Coordinate with Awarding Body’s project labor coordinator and labor compliance staff, when applicable.
- Collect and/or verify subcontractor affidavits regarding payment of prevailing wages and meeting apprenticeship requirements
- Occasional in-person meetings at home office or project site, as needed
What You’ll Bring
- This role requires a Bachelor’s Degree in business administration, accounting, or legal
- You will have two (2) or more years of experience in labor compliance monitoring, where you acquired experience monitoring California and Davis-Bacon prevailing wages
- You will have familiarity with Skilled and Trained Workforce Requirements and be familiar with Inflation Reduction Act wage and apprenticeship requirements
- You will have gained experience Assisting contract analysts as necessary in ensuring vendor compliance with customer and Contractor requirements, promptly addressing and corresponding with subcontractors / vendors regarding any discrepancies
- You will have experience with the legal component of supplier qualification and subcontracting process
- You will have experience in responding to public records requests and DIR and DOL investigations
- You will have acquired experience with LCPtracker© adding subcontractors, monitoring certified payroll and labor compliance documentation
