Position Overview and Responsibilities:

This position oversees and supervises the Division of State Lands' financial management needs and budget staff. 

  • Assists the Director and Deputy Director in the formulation, implementation and administration of division policy. Identifies and resolves problems and acts as a liaison with internal management. Consults with the Director, Budget Manager, Deputy Director, Bureau Chiefs and unit supervisors regarding planning, budgeting, policy, and grant development activities undertaken to improve management capabilities and operational efficiency. Will effectively motivate, train and evaluate on direct work performance, and is responsible for time and attendance of subordinates. 
  • Effectively and efficiently manages and supervises the administrative functions, revenue and collection activities. Consults with the Bureau of Finance and Accounting and upper management regarding issues and/or concerns involving the revenue section.  Consults with DEP legal counsel when legal action is required for collection. Advises upper management on collection status, and revenue projections as needed. Identifies issues and resolves problems regarding the revenue and collection activities.
  • Through consultation with the Director, Budget Manager and Deputy Director administers the preparation, submission and tracking of the Division’s Legislative Budget Requests.  Assists with the development of legislative initiatives and rule promulgation. Reviews and evaluates proposed legislation and develops pertinent analyses.
  • Provides consultation on matters pertaining to program planning and evaluation, budgeting, personnel data, analysis, and data development.
  • Participates in conferences, workshops, and similar activities relevant to the assigned functional areas of responsibility.
  • Directs and administers the Division’s budget in compliance with the General Appropriations Act and related Bills, including monitoring of trust funds and spending patterns. Prepares required Budget Amendments, Releases, and serves as the Division’s liaison with the Budget Manager and the Department’s Budget Office.
  • Prepares or coordinates the preparation of monthly, quarterly, and annual budget reports.
  • Administers and oversees required reviews of the Division, Bureaus, and Offices fiscal matters.
  • Serves on the Division Management Team.
  • Performs other duties as assigned.

 

 

Required Knowledge, Skills, and Abilities:

Knowledge of: Basic management principles and practices. Knowledge of the methods of data collection and analysis.

Ability to: Manage a consultative program designed to ensure the resolution of managerial and operational problems; to determine work priorities, assign work, supervise others and ensure proper completion of work assignments; communicate effectively both verbally and in writing; establish and maintain effective working relationships with others; formulate policies and procedures; understand and apply applicable rules, regulations, policies and procedures relating to operational and management analysis activities; organize data into logical format for presentation in reports, documents and other materials; collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work and other activities relating to the improvement of operational and management practices; conduct fact-finding research; work independently; and solve problems and make decisions.
