Purpose:

This is professional services work in planning, developing, coordinating, administering, and evaluating career exploration programs as they relate to the American Rescue Program Act (ARPA) funding, over the next two years. This Position will serve as a subject matter expert and will facilitate program information between the Department of Education, Jobs for Maine Graduates, Department of Labor and Department of Economic and Community Development staff relating to implementation of youth career exploration work known as Maine Career Exploration. The position will be responsible for establishing policies and procedures and providing workflow direction to department staff and others in the implementation of programs and projects while maintaining fiscal accountability and compliance with State and Federal rules and regulations. Work is performed under limited supervision.

Representative Tasks:

  • Plans and develops comprehensive educational and workforce programs
  • Reviews and evaluates federal and state applications and programs for compliance
  • Consults with school officials in order to determine most effective use of available funds and programming
  • Consults and coordinates with department officials to ensure program effectiveness
  • Identifies goals and objectives in specialty/subject area in order to assess program
  • Develops evaluative techniques to ascertain the effectiveness of programs and program expenditures
  • Manage outside contracts and contractors
  • Lead events to attract students and businesses to the Maine Career Exploration Program
  • Manage, organize, and motivate volunteers
  • Report outcomes

  • Ability to manage federal grant programs, reports, and associated budgets
  • Create policies and procedures relating to workforce programs and funding
  • Ability to manage each project and assign staff as needed
  • Knowledge of career development theories, models, and techniques as they apply to life-long learning
  • Knowledge of laws, rules, and regulations applicable to State Government
  • Ability to interpret and explain program provisions to local school authorities, the public and department officials
  • Ability to plan and organize programs
