Position Overview
The Division of Early Childhood (DEC) is seeking to hire a dynamic, organized, and detailed-oriented employee. DEC is one of six divisions within the Illinois Department of Human Services (IDHS). DEC serves to strengthen and centralize Child Care, Early Intervention, Home Visiting, and Migrant and Seasonal Head Start within IDHS. The DEC vision is for Illinois’ pregnant persons, young children, and families to have the supports they need to achieve their full potential. Job Responsibilities
- Serves as the Unit Manager of the Payments, Administrative Vouchers, and Quality Assurance and Payment Inquiries within the Division of Early Childhood, Bureau of Contracts and Payments.
- Directs the preparation and approval review processes of payments in accordance with grant agreement and/or purchase-of-service contract terms.
- Monitors the allocation of the annual DEC appropriations for grant lines to corresponding programs.
- Serves as full-line supervisor.
- Oversees the development and provision of technical assistance and/or formal training materials and sessions to internal and/or external entities regarding GATA/Payment and Voucher-related processes and requirements, including the completion and submission of Periodic Financial Report (PFR), Expenditure Documentation Form (EDF), and/or other required expenditure report forms to adhere to allowable program costs and state and federal fiscal mandates and regulations.
- Represents the Office’s management at internal and external payment related workgroups to update existing GATA-related processes, procedures, and other requirements.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skills, and mental development equivalent to completion of four (4) years college with course work in fiscal or accounting.
- Requires three (3) years progressively responsible accounting experience in a public or private organization.
Preferred Qualifications (in priority order)
- Three (3) years of professional experience using the principles of general accounting and state/federal statutes, rules, and regulations (e.g., 2 CFR 200 or other similar requirements) relating to accounting systems and procedures to conduct complex financial analysis and develop financial reports and statements, while communicating (orally and/or in writing) with internal and external stakeholders.
- Three (3) years of professional experience and critical thinking in developing, implementing, and monitoring program fiscal policies, protocols, requirements, and procedures for a private or public large-scale organizational program within designated time frames and format(s).
- Three (3) years of professional experience providing technical assistance and/or formal training to internal and external stakeholders relative to state/fiscal policies and procedures for a public or private organization.
- Two (2) years of professional experience with developing, evaluating, and monitoring complex spending plans to ensure accurate, appropriate, and timely use of funds.
